Description of Job:
This full-time position reports to the Assistant Chief of Facility Plans and Programs of our Army Division, in the Construction and Facilities Management Office (CFMO) and works Tuesday through Friday, 10-hour days. This role will involve Master Planning and Real Property Geographic Information System tasks, including but not limited to:

  • Collecting, analyzing, and processing real property geographic data to support the overall mission of the division.
  • Conducting site surveys using Global Positioning System (GPS) equipment and performing on-ground surveys as necessary to verify information.
  • Maintaining the Common Installation Picture (CIP) real property data layers, including site boundaries, parcels, and easements, and providing standardized map information products for decision-support tools.
  • Establishing and maintaining the logical link between CIP database and Planning Resources for Infrastructure Development and Evaluation (PRIDE).
  • Reconciling and deconflicting data as facility features change over time, ensuring data currency and accuracy for use in RPDP and real property databases of record.
  • Developing GIS applications to facilitate effective and efficient interface between GIS data and production applications.
  • Supporting decision-makers with required decision support tools using real-time data.
  • Creating project documentation in support of Federal/State capital programs.
  • Researching the Force Management System (FMSWEB) for accurate accounts of soldiers and equipment.
  • Preparing programming projects and documents in support of planning and programming objectives.
  • Creating and maintaining GIS map products for installations and facilities.
  • Providing geospatial data and analysis to assist in master planning decisions.
  • Assisting in the development of building models and managing the Army Stationing and Installation Plan program.

Minimum Qualifications:
Five years of professional experience as a Geographic Information Systems Technician involving hands-on computer mapping experience with geographical or land information systems to input and present agency data. Candidates must be willing to pass a background check, travel with some overnights, and submit an electronic copy of unofficial transcripts to the online application (resumes are not accepted in lieu of the official application form).

Substitutions:
A combination of three years' experience with Geographic Information Systems and an Associates degree in Information Technology or GIS may be substituted on a year-for-year basis for the five years of experience requirement.

Preferred Qualifications:
Preference will be given to candidates who demonstrate experience working with database systems, in a Planning or Operational environment, using ESRI and ArcGIS, and who have the ability to integrate and coordinate the use of GIS across program needs.
