The Position

The Department of Planning, Building, and Environmental Services (PBES) is responsible for enforcing a transparent and efficient process that balances the diverse needs of agriculture, economic development, public health, and environmental stewardship. As part of PBES, you will collaborate with professionals across various divisions including Planning, Building, Code Enforcement, Engineering, Environmental Health, Natural Resources, Parks, and Staff Services.

About the Role

The Senior Environmental Planner will operate within the Natural Resources Division of PBES, providing advanced staff support to the Natural Resource Conservation Manager and the Director of PBES. This role includes leading efforts for the Climate Action Committee (CAC), which comprises elected officials from the County and its municipalities, formed to address climate change proactively.

The selected candidate will oversee the development of a Regional Climate Action and Adaptation Plan (RCAAP), guiding junior staff, consultants, and municipal representatives towards its completion and adoption by local governing bodies. Responsibilities include offering insights on the RCAAP's components and directing the consultant team in collaboration with CAC members. Post-RCAAP completion, the Senior Environmental Planner will spearhead the implementation of specific actions for unincorporated Napa County and coordinate broader initiatives across all municipalities.

This position also involves close interaction with various County departments and fostering relationships with diverse stakeholders to facilitate climate adaptation efforts. The candidate will play a crucial role in updating the Baseline Data Report and General Plan, as well as leading other climate initiatives and providing analytical support for policy briefs related to sustainability and renewable energy.

Qualifications

Applicants should possess a combination of education and experience that demonstrates the required knowledge, skills, and abilities. A typical pathway includes:

Experience:
At least four (4) years of progressively responsible experience in planning, natural resource management, or a related field. A master's degree in planning or a closely related discipline may substitute for one (1) year of experience.

Education:
A Bachelor's degree from an accredited institution in city, county, or regional land use planning, environmental science, geology, natural resources, or a related field is required. Additional qualifying experience may substitute for two (2) years of required education on a year-for-year basis.

License or Certificate:
Possession of a valid California Driver's License is required. All necessary licenses or certifications must be maintained in good standing throughout employment.
