POSITION SUMMARY:

The Medical Director for Inpatient Behavioral Health (BH) services serves as a key physician leader within the hospital, overseeing inpatient and consult liaison (CL) services.

This role involves collaboration with operational partners, including the Operational Director of Inpatient BH and the manager of the Psychiatric Assessment Team (PAT), to uphold the quality and safety of inpatient BH and CL clinical services.

As the clinical authority, the Medical Director is expected to engage with various hospital departments to enhance inpatient BH and CL clinical quality, focusing on Patient Safety, Risk Management, Quality Improvement, Compliance, and Quality Management.

The Medical Director will also provide system-wide support for inpatient clinical care by collaborating with St. Charles Health System (SCHS) EHR support, pharmacy, and data services as needed.

Administrative responsibilities include assisting the Operational Director of inpatient BH and PAT in their primary functions, which encompass administrative tasks, capital planning, revenue management, operating expense oversight, hospital staffing, performance reporting, and supply chain management.

This position primarily reports to the BH leadership dyad, which includes the Clinical Division Director and Senior Director of Operations for BH, as well as the Chief Medical Officer (CMO) of the hospital systems.

DEPARTMENTAL OVERVIEW:
The Inpatient Behavioral Health department is dedicated to providing care for individuals with mental health disorders. It comprises two accredited psychiatric units located within the hospital.

One unit, Sage View, features a 15-bed facility adjacent to the hospital, while the other, Psychiatric Emergency Services (PES), includes a five-bed unit situated off the emergency department.

Inpatient Behavioral Health also extends consult services to the hospital campus and offers phone consult services across the St. Charles System.

The PAT services operate as a consult liaison service, delivering consultations throughout the St. Charles system. This service is primarily staffed by master's level clinicians, with plans to integrate additional prescriber FTEs, who will also conduct part-time ECT.


WORK SCHEDULE:
The Inpatient Psychiatry service employs a four-physician model, ensuring daytime onsite coverage and night call availability. The Medical Director will work Monday through Friday, balancing direct patient care and administrative responsibilities.

Additionally, there are three FTE psychiatrists operating on a one-week-on, two-weeks-off schedule, ensuring two physicians are available during weekdays and single physician coverage on weekends.


CALL EXPECTATIONS:

While there is no formal clinical call, the Medical Director for Inpatient BH services is expected to be accessible for urgent matters as necessary, including after hours.

The Medical Director will act as the primary emergency backup for any of the three full FTE psychiatrists in the event of a call-out, should arrangements not be made among the providers.


ESSENTIAL FUNCTIONS AND RESPONSIBILITIES:

Clinical Duties:
Diagnose and manage psychiatric disorders within the chosen specialty:
- Oversee acute and chronic psychiatric conditions.
- Engage in patient education and wellness promotion.
- Analyze clinical reports and findings.
- Coordinate on-site and referral-based ancillary services as appropriate.
- Order and execute various diagnostic tests and procedures to assess patient conditions.

- Prescribe medications and recommend treatments, including ECT and other therapeutic procedures.

- Develop and maintain the inpatient adult psychiatry service for SCHS.

- Exemplify excellence in psychiatric care, aligning treatment goals with patient values and promoting health.

- Educate and support patients and families regarding health issues and preventive care.
- Document treatment responses to evaluate care effectiveness.
- Collaborate with other SCHS professionals to ensure optimal patient care.

Inpatient Psychiatric Center Medical Director Responsibilities:
Quality and Safety:
- Support the formulation of medical or behavioral health policies for SV/PES/PAT.
- Enhance the quality, safety, and value of psychiatric inpatient care.
- Foster collaboration between medical staff and hospital administration.
- Provide leadership support to convey quality and safety standards to licensed professionals and advanced practice providers.
- Facilitate case reviews in departmental meetings as directed by leadership.
- Coordinate complex patient care with community and state resources.

Experience:
- Improve patient experiences during hospitalization and address barriers to effective post-discharge care.

Delivery:
- Cultivate collegial relationships with community members involved in behavioral health management.
- Conduct regular check-ins with leadership and operational directors.
- Mitigate barriers to efficient hospital flow.
- Support outreach and marketing efforts for BH services, coordinating with relevant entities.

People:
- Mentor attending psychiatrists and provide clinical supervision for SV/PES/PAT.
- Maintain regular communication with internal partners and report to leadership regarding successes and concerns.
- Assist in monitoring and counseling BH medical staff members as needed.
- Collaborate with nursing teams to foster a respectful and high-quality care environment.
- Ensure adherence to hospital policies among medical staff.

Affordability:
- Participate in monthly strategy meetings to enhance the quality and value of BH care.

General Administration:
- Establish measurable goals for the medical directorship in collaboration with administrative partners and leadership.
- Attend medical directors' meetings and relevant staff meetings to promote collaboration and policy management.
