POSITION SUMMARY:
The Medical Director of Inpatient Behavioral Health (BH) services serves as a key physician leader within the hospital, overseeing inpatient and consult liaison (CL) services.
This role involves collaboration with operational partners, including the Operational Director of Inpatient BH and the manager of the Psychiatric Assessment Team (PAT), to ensure the delivery of high-quality care and the safety of inpatient BH and CL clinical services.
As the clinical lead, the Medical Director is expected to engage with various hospital departments to support the quality of inpatient BH and CL clinical services, which encompasses Patient Safety and Risk Management, Quality Improvement, Compliance, and Quality Management (regulatory and accreditation).
The Medical Director will also provide system-wide support for inpatient clinical care by collaborating with St. Charles Health System (SCHS) EHR support, pharmacy, and data services as needed.
Administrative responsibilities include assisting the Operational Director of inpatient BH and PAT in their primary functions, which involve capital planning, revenue management, operating expense oversight, hospital staffing, performance reporting, and supply chain management.
This position reports to the BH leadership team, including the Clinical Division Director, Senior Director of Operations for BH, and the Chief Medical Officer (CMO).

DEPARTMENT OVERVIEW:
The Inpatient Behavioral Health department is dedicated to providing care for individuals with mental health disorders. It consists of two accredited psychiatric units located within the hospital.
One unit, Sage View, features a 15-bed capacity, while the other, Psychiatric Emergency Services (PES), includes a 5-bed unit adjacent to the emergency department.
The department also offers consult services to the hospital campus and phone consult services across the St. Charles System.
The PAT services function as a consult liaison service, providing consultations throughout the St. Charles network. The team primarily comprises master's level clinicians, with plans to expand the number of prescriber FTEs, who will also engage in part-time ECT.
WORK SCHEDULE:
The Inpatient Psychiatry service operates with a four-physician model, ensuring daytime onsite coverage and night call support. The Medical Director will have a Monday to Friday schedule, balancing direct patient care and administrative responsibilities.
Additionally, there are three FTE psychiatrists who follow a one-week on, two-weeks off rotation, ensuring two physicians are available during weekdays and single coverage on weekends.
CALL EXPECTATIONS:
While there is no formal clinical call, the Medical Director is expected to be accessible for urgent matters as needed, including after hours. The Medical Director will serve as the primary emergency backup for any of the three full FTE psychiatrists in the event of a call-out.
ESSENTIAL FUNCTIONS AND RESPONSIBILITIES:
Clinical Duties:
Diagnose and manage psychiatric disorders within the chosen specialty:
- Oversee acute and chronic psychiatric conditions.
- Engage in patient education and promote wellness.
- Analyze clinical reports and findings.
- Coordinate both on-site and referral-based ancillary services as appropriate.
- Order and execute various diagnostic tests and analyses to assess patient conditions.
- Prescribe medications and recommend treatment options, including ECT and physical therapy.
- Develop and maintain the inpatient adult psychiatry service for SCHS.- Exemplify excellence in psychiatric practice, aligning treatment goals with patient values and promoting preventive health measures.
- Educate and support patients and families regarding health issues and preventive strategies.- Document treatment responses to evaluate care effectiveness.
- Collaborate with other SCHS professionals to ensure optimal patient care.
Inpatient Psychiatric Center Medical Director Responsibilities:
Quality and Safety
- Contribute to the development of medical or behavioral health policies for SV/PES/PAT.
- Enhance the quality, safety, and value of psychiatric inpatient care.
- Foster collaboration between medical staff and hospital administration.
- Support medical staff leadership in communicating quality and safety metrics to professionals within the Sage View Psychiatric Center.
- Facilitate case reviews as directed by the CMO or departmental chairs.
- Coordinate complex patient care with community and state resources.
Experience
- Enhance patient experiences during hospitalization and address barriers to effective post-discharge care.
Delivery
- Cultivate collegial relationships with community members involved in behavioral health management in central Oregon.

- Promote a respectful and high-quality care environment through initiatives like TeamSTEPPS.
- Ensure adherence to hospital policies among medical staff.
Affordability
- Participate in monthly strategy meetings with the Director of St. Charles Behavioral Health Service to enhance the quality and safety of BH care.
General Administrative
- Establish measurable goals for the medical directorship in collaboration with administrative partners and the CMO.
- Attend scheduled Medical Directors' meetings and relevant medical staff meetings to support quality and safety initiatives.
- Facilitate policy management and communication of approved policies to medical staff.
