Job Description

The Lead Program Manager will oversee daily operations, ensuring a smooth and continuously functioning LMCA operation at RQ-West. Key responsibilities include:

  • Providing on-site management of daily operations, creating a cohesive and efficient work environment.
  • Serving as the point of contact for the Commander on materiel, Equipment Management, and shipping/receiving matters and policies affecting the mission.
  • Orienting new Commanders or Directors as requested, fostering a seamless transition.
  • Acting as the AFRL Site focal point for equipment and Materiel Management functions, collaborating with the Logistics Readiness Squadron (LRS) and external logistics support activities.
  • Managing equipment within the AFRL/RQ-West organization in accordance with AFRLI 61-101 or applicable regulations.
  • Performing establishment, cancellation, or changes to equipment detail records in DPAS upon request from EC's.
  • Ensuring all Management Internal Control Toolset (MICT) self-inspection checklists are run, updated, and data uploaded to the system within 30 days of notification.
  • Creating, delivering, updating, and maintaining a Standard Operation Procedure (SOP) for all LMCA activities, reviewed and updated annually for compliance with regulations and process changes.
  • Maintaining a master listing of all equipment, Logistic Support Stock (LSS), and ITAM accounts, including account numbers, custodians, and due dates for annual inventory.
  • Ensuring equipment containing hazardous waste or materials is properly cleaned and certified before acceptance at LMCA.
  • Maintaining Custodian Authorization Custody Receipt Listing (CA/CRL) Jacket Folder IAW AFI 23-111 and associated references, along with EC appointment letters.
  • Labeling accountable equipment items and conducting floor-to-book and book-to-floor inventories per AFRLI 61-101.
  • Serving as the local AFRL Loan Control Officer (LCO) in the Government Furnished Property Process as described in DAFMAN 23-119.
  • Performing Organizational Visits IAW AFRLI 61-101, para 5.4.1.3, as the Equipment Accountability Element (EAE).
  • Evaluating business processes to identify opportunities for improvement and implementing positive transformation.
  • Implementing Quality Control Plans to ensure compliance with PWS, material management, safety, and security policies.
  • Evaluating personnel performance and addressing deficiencies to ensure understanding of approach and desired results.
  • Implementing and enforcing contract Safety Plans.
  • Recruiting for open positions and guiding training for new personnel.
  • Liaising with key government personnel in the performance of duties to professionally represent PRI and stay up-to-date with customer operations.
  • Projecting a positive, professional image of PRI to clients through competent, informed, and responsive support.
  • Providing full-time on-site management of all contract activities in accordance with Air Force Regulations.
  • Oversight of administrative and industrial operations, ensuring workflow and prioritization are appropriately assigned.
  • Overseeing all scheduled activities to ensure all contract activities are completed on time and to the satisfaction of the customer.
  • Performing Metrics Gathering and Analysis, identifying key quality metrics to help identify processes or personnel requiring review.
  • Overseeing process improvement for processes needing refreshing and personnel improvement plans for those requiring improvements in performance.
  • Providing proactive process development for new systems and AF processes, documenting SOPs and impacts to performance efficiencies with new systems.
  • Ensuring personnel maintain currency with recurring mandatory training and executing an internal training program providing capability depth.
  • Supervising and performing personnel assessments, including counseling and submitting incentive requests.
