Job Summary:

The Kentucky Personnel Cabinet is seeking a highly skilled and experienced Division Director to lead the Intelligence Fusion Center (KIFC) within the Office of Homeland Security. As a key member of the cabinet, the successful candidate will be responsible for overseeing the daily operations of the KIFC, ensuring a consistent flow of information between the center and its partners, and developing training opportunities for analysts to enhance their intelligence capabilities.

Key Responsibilities:

  • Oversee the daily operations of the KIFC and its criminal intelligence analysts.
  • Ensure a consistent, two-way information flow between the KIFC and its intelligence partners, including local, state, and national public and private sector entities.
  • Develop and implement training programs for KIFC analysts to increase their intelligence capabilities and ensure the maintenance of current qualifications.
  • Represent the KIFC and the Office of Homeland Security at public speaking events.
  • Oversee the KIFC Intelligence Liaison Officer (ILO) program, developing and fostering direct lines of communication between the KIFC and Kentucky first responder and private sector stakeholders.

Requirements:

  • Bachelor's degree in a relevant field.
  • Supervisory experience (2 years) in a law enforcement or intelligence-related field.
  • Knowledge of law enforcement, open-source, and classified databases.
  • Excellent written and verbal communication skills.
  • Strong analytic research capabilities.
  • Ability to utilize critical thinking to discern actionable information among constant inflows of data and information.
  • Ability to develop and maintain liaison relationships with diverse stakeholder groups.
  • Must be able to obtain a SECRET level security clearance.

Working Conditions:

Incumbents in this job will typically perform their duties in an office setting. Occasional travel may be required.
