Embark on a career in public service: The Division of Child Support Services (DCSS) operates within DHS to improve the welfare of children by locating non-custodial parents, establishing paternity and support orders, enforcing and modifying support obligations, and managing child support payments.

This initiative promotes parental accountability and self-sufficiency while minimizing the public's financial responsibility for supporting children.

DCSS also runs several outreach programs, including but not limited to Fatherhood, Prison Re-Entry, and Parental Accountability Court, all aimed at increasing non-custodial parental involvement in children's lives.

Position Summary:
DCSS is looking for candidates for the role of Accounting Manager. This position allows for telework with occasional travel to the state office as necessary.

Key Responsibilities:
  • Oversee the accounting and financial operations of a unit, department, or agency.
  • Recommend and implement accounting policies and procedures in compliance with government regulations.
  • Supervise subordinate supervisors and staff.
  • Analyze financial reports and data to inform decision-making.
  • Review, recommend, and implement financial policies and procedures.
  • Set goals for the managerial accounting team to enhance statewide performance within the DCSS Program.
  • Analyze financial statistics and accounting data to develop fiscal impact projections.
  • Provide professional guidance in resolving complex accounting and financial issues.
  • Represent the State's financial interests in accounting-related negotiations with external parties.
  • Maintain up-to-date knowledge of trends and developments in the field through literature and seminars.
  • Ensure accurate and timely distribution of funds received through various initiatives.
  • Investigate inquiries from custodial parents and taxpayers regarding fund distribution.
  • Coordinate with IT staff regarding the distribution of collections to the state bank account.
  • Oversee hearings related to tax intercept appeals and ensure compliance with regulations.
  • Report deficiencies that may lead to unnecessary refunds.
  • Ensure adherence to distribution schedules for state and federal funds.
  • Serve as a financial subject matter expert on relevant workgroups.

Core Competencies:
  • Exceptional oral, written, presentation, and interpersonal communication skills.
  • Strong proficiency in Microsoft Office Suite and standard corporate software applications.
  • Demonstrated leadership capabilities.
  • Ability to analyze administrative and technical challenges and propose improvements.
  • Knowledge of Federal Reports for the child support program.

Minimum Qualifications:
Bachelor's degree in business administration, accounting, finance, or a closely related field AND three (3) years of professional-level accounting experience, including one (1) year in a supervisory role;
OR
Two (2) years of experience at the lower level Accountant Supervisor or equivalent position.

Preferred Skills/Qualifications:
Preference will be given to candidates who possess a Master's degree in a related area and have three (3) years of professional-level experience in accounting or closely related fiscal activity, including one (1) year in a supervisory role.
