Job Summary

We are seeking a highly skilled and detail-oriented Procurement Specialist to join our team at the Virginia Department of Human Resource Management. As a key member of our procurement team, you will be responsible for managing the procurement process, ensuring compliance with state policies and procedures, and providing exceptional customer service to our stakeholders.

Key Responsibilities
  • Manage the procurement process from requisition to purchase order, ensuring accuracy and timeliness
  • Conduct final reviews of all requisitions and ensure compliance with state policies and procedures
  • Partner with the procurement team to develop and implement procurement processes and procedures
  • Provide guidance and training to end-users on procurement processes and procedures
  • Utilize procurement systems to review and process requisitions, including resolving invoicing discrepancies
Requirements
  • Working knowledge of the Agency Procurement and Surplus Property Manual (APSPM) and the Virginia Public Procurement Act (VPPA)
  • Experience using procurement systems to review and process requisitions through to a purchase order
  • Multiple years of customer service experience
  • Minimal buying experience, such as purchasing, vendor management, inventory management, negotiations, or market research
  • Demonstrated ability to analyze quotes, bids, and make appropriate award decisions
  • Ability to use Microsoft applications, such as Word, Excel, and Access
Preferred Qualifications
  • Procurement experience in higher education, local or state government
  • VCA and/or VCARM certification or ability to obtain VCA within one year of hire
  • Knowledge of public procurement law, procurement methods, and negotiation techniques
  • Experience with eVA (state procurement system) and Bank of America Works
