  • Creating long-term strategic plans and funding proposals, negotiating financial support with governmental agencies, and managing budget allocations.
  • Reviewing and approving contractor invoices and authorizing payments for services rendered.
  • Managing technological transitions and recommending change management strategies to agency leadership.
  • Assessing operational processes to improve efficiency and reduce expenses.
  • Analyzing complex computer system specifications, coordinating the migration and implementation of systems, and providing training and evaluation for staff.
  • Assisting in the development and management of departmental budgets.
  • Responsible for the creation and organization of planning documents, contracts, progress reports, and various analytical reports and recommendations.
  • Collecting data, organizing information, and conducting a variety of complex studies and projects.
  • Representing departmental data processing functions in interactions with other County personnel and governmental entities.
Minimum Qualifications

Education:
A degree from a four (4) year college or university in computer science, public administration, business administration, or a related field. (Additional relevant work experience may substitute for the required education on a year-for-year basis.)

Experience:
Two (2) years of relevant analytical work experience comparable to that of a Staff Services Analyst II within Merced County, including the analysis, development, management, and administration of electronic data processing systems.
Essential Functions

  • Utilize a personal computer and other modern office equipment, involving repetitive hand and arm motions.
  • Frequently remain seated for extended periods.
  • Regularly engage in hand-eye coordination tasks.
  • Occasionally operate a motor vehicle.

  • Plan, develop, implement, and assess automated systems and improvements.
  • Establish, implement, and achieve departmental goals and objectives.
  • Effectively integrate technology into all departmental operations, including the application of new technologies.
  • Train, assess, and supervise personnel.
  • Negotiate and draft contracts.
  • Analyze data, interpret policies, procedures, and regulations to formulate appropriate conclusions, establish unit policies and procedures, and prepare reports.
  • Meet deadlines under pressure.
  • Resolve conflicts and respond appropriately to complaints.
  • Maintain confidentiality in accordance with legal standards and/or County regulations.
  • Deliver presentations to the community and other agencies.

  • Regular attendance is a critical function.

  • Effectively represent the department in communications with other County Departments, community organizations, and governmental agencies.
