Fiscal Manager Job Description

Merced County is seeking a highly skilled Fiscal Manager to join our team. As a key member of our financial operations team, you will be responsible for implementing, developing, and coordinating various fiscal functions related to the establishment and maintenance of fiscal records.

Key Responsibilities:
  • Develop and implement departmental financial policies and procedures.
  • Direct the fiscal, personnel, office services, and general business activities of the department.
  • Ensure program compliance with all applicable regulations and guidelines.
  • Analyze regulation changes and proposed legislation to determine impact on department.
  • Coordinate and serve as primary contact during audits.
  • Direct preparation of the annual budget and may act as leader of the budget team.
  • Participate in planning/development and implementation of department's projects.
  • Ensure accurate and timely claiming of agency expenditures for reimbursement.
  • Perform extensive analysis of statistics and data and develop change strategies.
  • Develop financial impact statements.
  • Prepare reports outlining fiscal claiming options, potential liabilities or gains for executive consideration.
  • Provide oversight of daily operations and management of grants and special-funding programs.
  • Represent and speak for the department on committees and at all levels of government and community contact.
  • Devises or recommends new or modified accounting systems to provide complete and accurate financial and statistical accounting of the department's transactions.
  • Coordinates accounting practices with the county auditor in such items as reconciling records.
  • Supervise, train and evaluate staff.
  • May implement management information systems and procedures.
Requirements:
  • Three (3) years of experience in administrative, fiscal, or staff services, accounting or fiscal operations, or budget preparation and control.
  • One (1) year of this experience must have been in a full-time supervisory capacity.
  • Graduation from an accredited four (4) year college or university with a degree in accounting, business, or a closely related field.
Working Conditions:

This position requires frequent use of a personal computer and other office equipment. The incumbent must be able to communicate effectively with others in person, writing, and over the telephone. The position also requires the ability to analyze data, interpret policies, procedures, and regulations, and develop appropriate conclusions.

The incumbent must be able to complete multiple priority projects with conflicting deadlines and under stressful conditions. The position also requires the ability to resolve conflicts and respond appropriately to complaints.

The incumbent must be able to manage multiple internal financial systems and make presentations to various community and governmental groups. The position also requires the ability to select, train, evaluate, and supervise staff.

The incumbent must be able to maintain confidential information according to legal standards and/or County regulations.

The position requires frequent use of depth perception, peripheral vision, and color perception. The incumbent must be able to occasionally lift, carry, reach, push, pull, twist, and manipulate large and small objects.

The position also requires frequent use of hand-eye coordination, normal dexterity, frequent holding and grasping, and frequent use of a data entry device including repetitive hand and arm motion.

The incumbent must be able to occasionally lift and carry up to 40 pounds and sit or stand for long periods of time.

Regular attendance is an essential function of this position.
