Job Summary

The Public Health Management Corporation is seeking a highly skilled Surveillance Coordinator – Waterborne Diseases to join our team. As a key member of our Acute Communicable Disease (ACD) program, you will play a critical role in the surveillance, investigation, prevention, and control of waterborne diseases.

Key Responsibilities
  • Coordinate surveillance and investigation for waterborne diseases, reviewing case investigations for accurate classification and public health management.
  • Perform trend analyses for waterborne diseases to identify patterns and areas for improvement.
  • Attend and participate in annual message development and communication training and exercises with the Philadelphia Water Department.
  • Contribute to the development of the Contamination Warning System (CWS) Dashboard and participate in drills and exercises on emergency response.
  • Produce quarterly waterborne disease surveillance reports for the Philadelphia Water Department.
  • Lead and participate in disease outbreak investigations, including those associated with drinking water contamination, healthcare-associated infections linked to water, and recreational water.
  • Develop and distribute disease control guidelines and educational materials for prevention and control of waterborne diseases and conditions in various settings.
  • Represent the Health Department on the Philadelphia Water Department's Water Quality Committee.
  • Assist with preparedness planning for water-related emergencies and develop joint exercises between Water and Health departments.
  • Lead public health education campaigns, such as Healthy Swimming and Safe Disposal of Pharmaceuticals.
  • Develop, execute, and oversee special projects related to the epidemiology of waterborne diseases.
  • Participate in initiatives to establish a cooling tower registry.
  • Supervise the Waterborne Disease Program Associate.
  • Assist the Philadelphia Water Department in addressing emerging concerns, such as mycobacterial biofilm in plumbing systems and pharmaceuticals in source waters.
  • Update the Philadelphia Health Alert Network to facilitate better communication with facilities during drinking water disruptions.
  • Work with the Philadelphia Water Department and PDPH communications team to update the public website.
  • Serve as a liaison for ACD with epidemiologists overseeing wastewater surveillance.
  • Participate in telephone duty during normal business hours, receiving called-in case reports and providing clinical or public health consultation or recommendations to healthcare professionals and the general public.
  • Support coordination of response to miscellaneous communicable diseases, such as invasive Group A Streptococcal infections.
  • Participate in emergency preparedness exercises and outbreak response, including activities for other communicable diseases.
Requirements
  • Master's or nursing degree, preferably in epidemiology, public health, or laboratory field.
  • Excellent organizational skills, meticulous attention to detail, and ability to organize and present information effectively.
  • Strong critical thinking and problem-solving skills.
  • Excellent communication skills, both oral and written.
  • Proficiency in Microsoft Office applications (Excel) and REDCap or similar data management software.
  • Basic SAS programming skills or demonstrated experience working with other analytic software.
  • Flexibility, professionalism, and ability to manage multiple projects simultaneously.
  • Equally comfortable working individually and within a team environment that emphasizes interdisciplinary collaboration in a dynamic urban health department.
  • A valid driver's license is required for local travel for investigative activities.
Work Environment and Physical Requirements

This job may require moderate physical effort, including lifting materials and equipment of less than 50 pounds, and involves viewing a CRT or VDT screen 50 to 75 percent of the time. The position requires responding to public health emergencies and at times requires rapid turnaround of communications on short notice. PDPH follows City of Philadelphia issued hybrid work policies.

Supervision

This position reports directly to the Program Manager of the Acute Communicable Disease Program.

Salary and Benefits

The position salary range is $55,000-$65,000 (commensurate with experience). This position comes with a comprehensive benefits package consisting of medical and dental coverage, as well as paid sick, vacation, and personal time.
