Position Overview


The Customer Service Division within the Water Services Department is tasked with the billing and collection of payments for a substantial number of city service accounts.

These accounts encompass charges for water, sewer, waste management, municipal taxes, and various fees.


The Accountant II acts as a crucial link between various City departments and the Finance Department, applying accounting principles and methodologies to a range of municipal financial transactions and challenges.

Key Responsibilities
  • Conducting financial data analysis.
  • Monitoring and evaluating the utilization of financial resources.
  • Assisting in the formulation and execution of accounting policies, procedures, and internal control mechanisms.
  • Reviewing and maintaining comprehensive financial reports.
  • Processing financial transactions.
  • Executing journal entries.
  • Overseeing vendor contracts and drafting reports and correspondence.
  • Researching payments related to contracted City vendors.
  • Training new personnel.

The Accountant II role will be executed within the Customer Care and Billing (CC&B) System, with incumbents expected to become experts in their respective areas and supervise the Banking and Quality teams.

A significant degree of autonomy is exercised in the development of procedures that align with overarching policy.

Ideal Candidate Profile
  • Strong customer service skills via phone.
  • Exceptional analytical and problem-solving abilities with meticulous attention to detail.
  • Well-developed skills in complex decision-making, effective communication, interpersonal relations, and project management.
  • Familiarity with accounting transaction regulations and internal controls.
  • Proven expertise in financial software and spreadsheet applications, including SAP and Microsoft Excel.
  • Ability to work independently in a fast-paced environment.
  • Capability to analyze and interpret intricate agreements and administrative regulations.
  • Proficiency in managing multiple priorities in a dynamic setting with minimal supervision.

Compensation

Salary Range:
$55,806 to $100,235 annually.

Hiring Range:
$55,806 to $86,590 annually.
Salary considerations will take into account a variety of factors, including skills, qualifications, experience, education, licenses, training, and internal equity.

Minimum Qualifications
  • Three years of professional experience in accounting.
  • Bachelor's degree in accounting or a related discipline.
  • Other combinations of experience and education that meet the minimum requirements may be considered.
Preferred Qualifications
  • Experience with SAP.
  • Proficiency in Microsoft Office.
  • Knowledge of operational research.
  • Familiarity with auditing processes and procedures.
  • Experience in supporting multi-level customer service.
  • Experience in processing customer payments and/or revenue receipts (A/R).
  • Familiarity with Customer Care & Billing (CC&B) or similar billing software.
  • Experience with budgeting, financial analysis, and/or cost and fee analysis.
  • Knowledge of municipal finance principles, budgeting, and accounting practices.
  • Experience in communicating with middle management, executives, committees, or boards, and working in a collaborative environment.
  • Experience in supervising staff, including hiring, disciplinary actions, coaching, and performance evaluations.
