Title: Dean of Administration and Operations

Employment Type: Full-time, 35 hours per week


General Overview:
SUNY Ulster County Community College, a distinguished institution within the State University of New York system, is seeking applications for the role of Dean of Administration and Operations.


Role Summary:
The Dean of Administration and Operations will operate under the guidance of the Vice President for Administration and Finance, playing a pivotal role in shaping policies and procedures related to Human Resources, Payroll, and other operational aspects of the College. This position is integral to the development, execution, and oversight of the College's annual budget and will provide support and supervision to various departments as directed by the Vice President for Administration and Finance.


Key Responsibilities:

  1. Assist in the formulation, execution, and oversight of the annual operating budget.
  2. Oversee the Human Resources department and payroll operations, including the establishment of a position control system.
  3. Manage employee benefits, including those for retirees.
  4. Develop and implement policies and procedures for Human Resources, Payroll, Public Safety, and other operational units.
  5. Ensure the integration of an employee resource management system for accurate record-keeping.
  6. Supervise capital project management.
  7. Act as the College's contract manager, collaborating with relevant departments.
  8. Ensure compliance with federal and state regulations regarding gender-based discrimination and harassment.
  9. Lead college-wide training and outreach initiatives to prevent gender-based misconduct.
  10. Collaborate with various stakeholders to ensure effective communication regarding policy implementation.
  11. Develop the annual Capital Improvement Plan in collaboration with the Vice President for Administration and Finance.
  12. Conduct administrative and fiscal projects as assigned.
  13. Serve as a liaison to various committees.
  14. Engage in long-term strategic planning.
  15. Perform additional duties as assigned.

Minimum Qualifications:

  • Bachelor's Degree.
  • Five years of experience in management and planning within human resources, facilities, contracts, finance, or a related field.
  • Proven ability to lead and manage diverse responsibilities in a dynamic environment.
  • Strong organizational skills with the ability to prioritize competing demands.
  • Capability to develop operating procedures with effective internal controls.

Preferred Qualifications:

  • Master's Degree in Public Administration or a related discipline.
  • Certified Public Accountant (CPA) designation.
  • Experience in governmental operations or higher education administration.
  • Background in financial management, including budgeting and capital project development.
  • Human Resources Certification.
  • Experience in contract management.
  • Familiarity with DASNY processes.
  • Knowledge of county operational procedures.

Compensation: The starting salary range is $93,400 - $98,500, commensurate with education, training, and experience, accompanied by a comprehensive benefits package.
