Job Summary


The Commonwealth of Virginia is seeking a highly skilled Senior Procurement Officer to join our team. As a key member of our procurement team, you will be responsible for procuring a variety of non-professional goods and services in an efficient and cost-effective manner.


Key Responsibilities



  • Procure goods and services in accordance with established procurement laws, rules, regulations, policies, and procedures.
  • Manage complex competitive procurements, including writing and issuing IFBs and RFPs, conducting pre-specification, pre-bid, pre-proposal and post-award conferences, and negotiating contracts.
  • Coordinate and analyze feedback on contracts, recommend default actions, and contract cancellation.
  • Administer contracts, serve as liaison between vendors and users, and provide guidance on contract-related discrepancies.

Requirements



  • Experience formulating term contracts for the purchase of goods and services.
  • Experience applying state, local procurement laws, regulations, and practices.
  • Ability to obtain Virginia Contracting Officer (VCO) certifications.
  • Strong computer skills and experience with software applications.
  • Experience in contract administration and dispute resolution.
  • Excellent customer service skills and ability to work effectively in a team environment.

Preferred Qualifications



  • Certified Virginia Contracting Officer (VCO) certification.
  • Experience managing goods and services procurements in a large, multidimensional/diverse business environment.
  • Demonstrated knowledge of public procurement laws and regulations in the DGS/DPS Agency Procurement and Surplus Property Manual (APSPM).
