About the Role:
The U.S. Department of State's Computer Investigations and Forensics Division (DS/CTI/CIF) is dedicated to the recovery and analysis of digital evidence to support various investigations. The Digital Forensics Laboratory plays a pivotal role in processing and analyzing digital evidence utilizing advanced technologies and forensic tools.

Key Responsibilities:

  • Utilize expertise in digital forensics to conduct thorough examinations while ensuring the integrity of recovered digital evidence meets the admissibility standards set by the Department of Justice.
  • Act as a Mid-level Digital Forensic Analyst with 5-8 years of relevant experience, providing comprehensive digital forensic analysis of mobile devices, electronic storage, cloud environments, servers, and personal computers.
  • Execute forensic examinations of digital evidence by applying recognized scientific best practices for the identification, collection, analysis, and interpretation of digital evidence for both criminal and civil law purposes.
  • Employ skills to perform detailed forensic analysis across various operating systems, including Android, Apple iOS/MAC, Microsoft Windows, and Linux.
  • Conduct in-depth forensic analysis of file systems such as APFS, NTFS, ExFAT, HFS/+, EXT2/3/4, and FAT/FAT32.
  • Analyze system and third-party application databases effectively.
  • Maintain proficiency as a tool-agnostic examiner using industry-standard forensic hardware and software tools.
  • Provide on-scene support during search warrant executions, focusing on the identification, collection, packaging, handling, and chain-of-custody of digital evidence.
  • Offer expertise and guidance on mobile devices and computer systems regarding encryption, RAM captures, signal-blocking, biometrics, and field acquisition considerations.
  • Prepare detailed notes, reports, and illustrative exhibits for judicial proceedings, and provide expert witness testimony to clarify examination findings.
  • Collaborate with government and contractor leadership, forensic analysts, law enforcement, and other stakeholders to uphold forensically sound procedures and best practices.
  • Stay informed about the latest developments in digital forensics, cybersecurity, forensic law, and related technologies.

Qualifications:

Required:

  • Bachelor's degree and a minimum of 5 years of experience as a digital forensic examiner, with expertise in both mobile and non-mobile analysis. An additional four years of experience may substitute for the degree.
  • Possession of at least one approved forensic certification.
  • Demonstrated knowledge in forensic analysis of mobile device hardware and various operating systems.
  • Experience in on-scene processing and handling of electronic evidence.
  • Proficiency in using forensic software tools.
  • Ability to write comprehensive reports that convey complex technical information to non-technical audiences.
  • U.S. citizenship and the ability to obtain necessary security clearances.

Preferred:

  • Additional certifications from recognized organizations.
