We are looking for a seasoned Senior Estimator for Cost Analysis to assist our Maryland Procurement Office (MPO) clientele. This role will emphasize Earned Value Management (EVM) across various Defense Acquisition Programs.

This position is part of our SETA Division and reports directly to the Vice President of Program Communications. The role is based on-site with no travel obligations.

Key Responsibilities:

  • Assess the integrity of EVM data submissions and perform comprehensive data and trend analyses, culminating in government Estimates at Completion.
  • Organize, execute, and document Program Status Reviews (PSR) and Integrated Baseline Reviews (IBRs).
  • Design and deliver training related to IBRs and other EVM functions.
  • Review the thoroughness of EVM data analyses conducted by external organizations and provide feedback to the Program Office.
  • Conduct evaluations of EVM systems (EVMS) to determine contractor compliance with established standards.
  • Engage in EVMS joint surveillance reviews or other oversight activities to ensure ongoing contractor compliance.
  • Address requests for EVM contributions from government programs and other offices, including training, data analysis, and independent cost and schedule forecasts.
  • Perform detailed Integrated Master Schedule (IMS) analyses using automated tools and investigative methods to establish a government stance on the reasonableness of contractor-provided IMS inputs.
  • Respond to government program office requirements for the design of EVM Contract Data Requirements List (CDRL) items for Requests for Proposals (RFP).
  • Evaluate EVM requirements concerning source selection processes.
  • Assess the application of EVM tools.
  • Provide strategic direction regarding the planning and implementation of EVM systems and tools, as well as innovative approaches to EVM and project control management leveraging EVM principles and concepts.

Required Qualifications:

  • Bachelor's degree with 18 semester hours in quantitative analysis courses or nine (9) semester hours in quantitative analysis and nine (9) semester hours in business and accounting.
  • A minimum of six (6) years of professional experience in Earned Value Management analysis and cost performance report analysis, with at least three (3) of those years in DoD and/or IC acquisition earned value management experience.
