Job Title: Business Analyst - Blake Refund Program

We are seeking a highly motivated and qualified Business Analyst to join our team at the Administrative Office of the Courts (AOC) in Olympia, Washington. The successful candidate will work closely with stakeholders to elicit and document business requirements, provide expert systems analysis services, and assist with quality assurance for statewide systems that support all levels of Washington courts.

Job Summary:

The Business Analyst will work under the general guidance and direction of a Court Business Supervisor in the Court Services Division (CSD) to plan, schedule, and lead the management of requirements for complex solutions. The ideal candidate will have a strong understanding of business analysis principles, excellent communication skills, and the ability to work effectively in a team environment.

Responsibilities:
  • Plan, schedule, and lead the management of requirements for complex solutions.
  • Elicit business requirements from internal and external subject matter experts.
  • Serve as a liaison between stakeholders and technical personnel to ensure that business needs are clearly defined, understood, and translated into technical solutions.
  • Translate business requirements into user stories, use cases, and acceptance criteria.
  • Develop and maintain requirements documentation.
  • Develop and maintain requirements traceability matrices for requirement management and re-use.
  • Analyze requirements for completeness and testability.
  • Review test results to confirm that test acceptance criteria have been met.
  • Provide consultation to project stakeholders.
  • Carry out analysis, review, and interpretation of existing case management system reports, make recommendations for enhancements of existing reports, and creation of new reports to assist the courts.
  • Recommend enhancements to court business processes.
  • Perform research that includes source document and accounting report analyses, business process review, including steps to reproduce results in the process of identifying issues and initiating resolution.
Requirements:
  • Master's degree in computer science, information systems, or related technical/business discipline with one year of direct experience as a business analyst and/or court user subject matter expert performing business analysis functions.
  • OR Bachelor's degree in computer science, information systems, or related technical/business discipline and four years of information technology experience including direct experience as a business analyst and/or court user subject matter expert performing business analysis functions.
  • OR Associate's degree in computer science, information systems, or related technical/business discipline and six years of information technology experience including direct experience as a business analyst and/or court user subject matter expert performing business analysis functions.
  • OR Eight years of information technology experience which includes three years of direct experience as a business analyst and/or court user subject matter expert performing business analysis functions.
Preferred Qualifications:
  • Ability to identify and analyze patterns, trends, and root causes in data sets.
  • Ability to understand data schemas, data models, data reporting, and data platforms.
  • Experience with and/or knowledge of Washington State court accounting.
  • Washington State court experience or understanding.
  • Experience using database platforms such as SQL to perform work duties, run reports, create data queries, and analyze data.
  • Clear and effective written and verbal communication skills.
  • High comfort level working with remote communication tools.
  • Excellent interpersonal skills, including patience, diplomacy, and ability to negotiate.
  • Ability to prioritize effectively, demonstrate excellent time management skills, and coordinate with team members.
