Job Responsibilities

The Commonwealth of Virginia's Department of Environmental Quality is in search of a skilled professional to evaluate groundwater documentation and provide comprehensive feedback within designated agency timelines. This role involves a technical assessment and response to Nature and Extent Studies (NES), Proposals of Presumptive Remedies (PPR), Assessments of Corrective Measures (ACM), and Corrective Action Plans (CAP) related to solid waste management facilities.

The successful candidate will review groundwater monitoring strategies, annual reports, and closure plans to ensure alignment with the Virginia Solid Waste Management Regulations (VSWMR). Responsibilities also include performing site visits for any proposed groundwater remediation initiatives prior to sanctioning the implementation of suggested remedies.

In addition, the role requires drafting and evaluating permit modifications and variances for solid waste permits in accordance with VSWMR, ensuring adherence to existing EPA or DEQ guidelines when approving corrective action well networks or monitoring specifics. The position necessitates facilitating public engagement as mandated by regulations and preparing response documents to public comments received during regulatory participation within agency timelines.

Collaboration and Coordination

Providing effective coordination, collaboration, and customer service to citizens, the regulated community, DEQ personnel, and other state and federal agencies is essential. The candidate will also collaborate with DEQ waste permitting staff and other media groups, representing the DEQ solid waste program on technical matters in meetings concerning groundwater issues.

Data Management

Maintaining and utilizing agency environmental databases to support various programs is a critical aspect of this role. The candidate will log and enter permitting information into agency databases and conduct research and queries as necessary for FOIA and QA/QC purposes.

Minimum Qualifications

A combination of education, experience, or training in geology, hydrology, or engineering is required. Candidates should possess a thorough understanding of geology, hydrogeology, mathematics, modeling and statistical applications, water chemistry, groundwater remediation technologies, and federal and Virginia Solid Waste Management Regulations. Strong verbal and written communication skills, along with the ability to independently interpret engineering and geological plans, are essential.

Additional Considerations

Experience in evaluating groundwater monitoring systems, remediation technologies, and analytical data is preferred. Familiarity with writing and reviewing groundwater monitoring plans, annual reports, and related documents is advantageous. Proficiency in Microsoft applications, including Excel and Word, is also required.
