Job Responsibilities

The Commonwealth of Virginia, through its Department of Environmental Quality, is in search of a skilled professional to evaluate groundwater documentation and deliver comprehensive feedback within specified agency timelines. The role involves a technical assessment and response to Nature and Extent Studies (NES), Proposals of Presumptive Remedies (PPR), Assessments of Corrective Measures (ACM), and Corrective Action Plans (CAP) pertaining to solid waste disposal sites.

The candidate will review groundwater monitoring strategies, annual reports, and closure plans to ensure alignment with the Virginia Solid Waste Management Regulations (VSWMR). Responsibilities also include conducting site inspections for any proposed groundwater remediation before sanctioning the implementation of the suggested remedy.

The successful applicant will assess and draft modifications and variances for solid waste permits in accordance with VSWMR, ensuring adherence to existing EPA or DEQ guidelines when approving corrective action well networks or monitoring specifics. Public engagement is essential, as the role requires preparing responses to public comments received during regulatory participation within agency deadlines.

Collaboration and Coordination

Providing effective coordination, collaboration, and customer service to citizens, the regulated community, DEQ personnel, and other state and federal agencies is crucial. The individual will work alongside DEQ waste permitting staff and other media groups, representing the DEQ solid waste program on technical issues in meetings related to groundwater matters.

Data Management

Maintaining and utilizing agency environmental databases to support various programs is a key aspect of this position. Responsibilities include logging and entering permitting information into agency databases and conducting research and queries as necessary for FOIA and QA/QC purposes.

Qualifications

A combination of education, experience, or training in geology, hydrology, or engineering is required. Candidates should possess a solid understanding of geology, hydrogeology, mathematics, modeling and statistical applications, water chemistry, groundwater remediation technologies, and both federal and Virginia Solid Waste Management Regulations. Strong verbal and written communication skills, along with the ability to independently interpret engineering and geological plans, are essential.

Additional Skills

Experience in evaluating groundwater monitoring systems, remediation technologies, and analytical data is preferred. Familiarity with writing and reviewing groundwater monitoring plans, annual reports, and related documents is advantageous. Proficiency in Microsoft applications, particularly Excel and Word, is also required.
