The Labor Compliance Analyst II plays a crucial role in overseeing and evaluating our labor compliance obligations. This position collaborates with ENGIE Project Teams, Contractors, and Subcontractors to ensure adherence to labor regulations across various compliance initiatives, including California Labor Code provisions, Awarding Body mandates, California Department of Industrial Relations guidelines, Skilled and Trained Workforce (STW) standards, Davis Bacon regulations, and Inflation Reduction Act (IRA) stipulations applicable to ENGIE and specific projects.
Key Responsibilities
- Conduct audits of certified payroll and related documentation, ensuring timely and accurate submissions.
- Review actual payrolls to confirm compliance with prevailing wage and apprentice-to-journey worker ratios.
- Provide regular updates to Project Management Teams regarding submissions and address any inquiries from ENGIE and Subcontractors.
- Establish and maintain a scalable audit schedule, ensuring compliance timelines for California and federally funded projects are met.
- Address urgent compliance issues effectively and ensure completion of audits and compliance documentation prior to project closure.
- Assemble project-specific prevailing wage rates for display at job sites.
- Participate in virtual project kick-off meetings and pre-job conferences to communicate labor compliance and STW or IRA requirements.
- Verify the submission of certified payroll and apprenticeship documentation, including Training Fund Contributions.
- Coordinate with the Awarding Body's project labor coordinator and labor compliance personnel as necessary.
- Collect and verify subcontractor affidavits regarding prevailing wage payments and apprenticeship compliance.
- Attend in-person meetings at the home office or project site as required.
- A Bachelor's Degree in business administration, accounting, or legal studies is required.
- Minimum of two (2) years of experience in labor compliance monitoring, particularly in California and Davis-Bacon prevailing wages.
- Familiarity with Skilled and Trained Workforce Requirements and Inflation Reduction Act wage and apprenticeship standards.
- Experience assisting contract analysts in ensuring vendor compliance with customer and contractor requirements.
- Knowledge of the legal aspects of supplier qualification and subcontracting processes.
- Experience responding to public records requests and investigations by DIR and DOL.
- Proficiency in using LCPtracker for monitoring certified payroll and labor compliance documentation.
- Strong verbal and written communication skills, with the ability to present data and reporting issues using Microsoft Office tools.
- Experience in creating presentations to illustrate audit schedules and compliance data for various stakeholders.
- This position supports a hybrid work model; flexibility to work in the office as required for project activities, meetings, and training is necessary.
- A valid U.S. driver's license and a clean driving record are required.
- Compliance with all ENGIE ethics and safety policies is mandatory.
- The role involves 100% indoor work.
Salary Range: $62,400 - $95,450 USD annually
This range reflects the average expected pay for a qualified candidate. Actual salary may vary based on factors such as geography, experience, industry knowledge, education, and internal pay alignment.
In addition to base compensation, this role is eligible for a competitive bonus/incentive plan.
