Position Summary

Under the supervision of the Community Development Director, this role encompasses:

  • Strategizing, organizing, and overseeing operations within the Community Development Department, with a primary focus on building inspections and code enforcement activities.
  • Assisting in the management of departmental functions and performance, ensuring compliance with municipal building codes and standards, and addressing legislative requirements related to building safety and code enforcement.
  • Conducting property inspections to ensure adherence to zoning and building regulations, engaging with the community to resolve complaints and violations, and acting on behalf of the director in their absence concerning building and safety issues.
  • Functioning as a liaison to the Board of Appeals and working collaboratively with various divisions, departments, and external organizations.
  • Providing technical assistance to the Community Development Director while fulfilling various supervisory duties.

Core Responsibilities

  • Improving and refining processes and procedures to boost efficiency and enhance the customer service experience.
  • Leading staff to deliver exceptional customer service within the established policy framework.
  • Facilitating positive and timely organizational results through proactive measures.
  • Overseeing building inspection programs and services, managing building inspectors, and ensuring compliance with relevant codes.
  • Administering code enforcement initiatives, evaluating plans for compliance, and coordinating plan reviews with other relevant entities as necessary.

Qualifications

Knowledge, Skills, and Abilities:

  • Comprehensive understanding of building division operations, program development, and administrative principles related to construction laws.
  • Expertise in supervision, training, performance assessment, and effective communication.
  • Familiarity with legal codes, regulations, and safety protocols pertinent to building practices.

Education and Experience:

  • Bachelor's degree in Civil Engineering, Public Administration, Business Administration, Architecture, or a related discipline.
  • A minimum of 5 years of professional experience in structural engineering or building inspection, including at least 2 years in a supervisory capacity.

Licenses and Certifications:

  • Possession of a valid Class C California Driver's License and ICC certification as a Building Official within one year of appointment.
  • ICBO Certification in various disciplines, code enforcement officer certification, and other relevant certifications.

Health and Safety Requirement:

The City of Hermosa Beach requires full vaccination for all employees, contractors, and volunteers, with limited exemptions.
