Job Summary

As a Performance Assessment Representative with the Naval Facilities Engineering Command, you will play a critical role in ensuring the quality of work delivered by contractors in the Public Works Department. Your expertise will be essential in analyzing contractor performance, identifying areas for improvement, and making recommendations for corrective action.

Key Responsibilities
  • Analyze contractor performance to identify potential issues and recommend corrective action to avoid delays, claims, and inefficient performance.
  • Conduct on-site inspections or reviews to evaluate contractor performance and ensure compliance with contract specifications and drawings.
  • Monitor contractor performance to ensure quality of work and identify problems that require resolution.
  • Interpret contract drawings, prepare government estimates, and develop contract modification proposals.
Requirements

To be successful in this role, you will need to have a strong understanding of contract management principles and practices. You must be able to analyze complex data, identify trends and patterns, and make recommendations for improvement. Your excellent communication and interpersonal skills will be essential in working with contractors, Contracting Officer Representatives, and other stakeholders.

GS-09: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:

  • Conducting on-site assessments for Facility Support Contracts to observe work performance and methods ensuring compliance with specifications and drawings.
  • Serving as a technical advisor to Contracting Officer Representatives (COR) and Contracting Officers on performance standards, analyzing defective work, and identifying material deficiencies or substitutions.
  • Reviewing contract specifications for compatibility with the administration of performance assessment methods and procedures.
  • Preparing cost analysis and estimates.
  • Assisting in the development of contract specifications, reports, performance standards, Performance Assessment Plans (PAP) and Functional Assessment Plans (FAP).

GS-07: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-05 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:

  • Assessing contractor performance on Facility Support Contracts to validate the contractors' services meet the contract specifications.
  • Reviewing invoices in an electronic invoice system and making recommendations regarding payment.
  • Assisting in the development of contract reports and performance standards.
  • Interpreting blueprints, schematic diagrams, and architectural drawings.

Education: In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

  • GS-09: Successful completion of a master's or equivalent graduate degree OR Successful completion of two full years of progressively higher level graduate education leading to a master's degree OR Possession of an LL.B. or J.D. that is related to this position being filled.
  • GS-07: Successfully completed one full year of graduate level education OR Successfully completed a bachelor's degree with superior academic achievement OR Have a combination of experience and education as described above that equates to one year of experience.
