Job Title: Information Security Officer

Job Summary:

The City of Houston is seeking an experienced Information Security Officer to join our team. As a key member of our cybersecurity team, you will be responsible for developing and implementing the City's information security program, ensuring the confidentiality, integrity, and availability of our systems and data.

Key Responsibilities:

  • Develop and implement the City's information security program, aligned with the COH Cybersecurity Master Plan.
  • Direct an ongoing, proactive risk assessment program for all new and existing systems and remain familiar with the City's goals and business processes.
  • Communicate risks and recommendations to mitigate risks to the HPD CTO and HPD senior leadership team in cost/benefit terms.
  • Oversee the development, implementation, and maintenance of the City's information security policies and procedures.
  • Assist HPD divisions, programs, and the Chief Data Officer with efforts to ensure compliance with the FBI's CJIS policy.
  • Ensure HPD vulnerabilities are managed and mitigated per HPD OTS requirements.
  • Assist with the development of HPD-specific, role-based information security awareness training programs.
  • Work with the CTO to ensure proper protections, technical and physical controls are in place to protect the confidentiality, integrity, and availability of HPD systems, data, and information.
  • Evaluate security incidents and determine what response, if any, is needed and coordinate with the CTO, COH CISO, and COH Cyber Division on proper responses when sensitive data or information are compromised.
  • Assist the CTO with HPD insider threat investigations.
  • Remain competent and current through self-directed professional reading, developing professional contacts, attending professional development courses, attending training, conferences, and/or courses as directed by the COH CISO, and obtaining certifications relevant to job duties.
  • Supervise the HPD Information Security Team and instruct, train, and evaluate team members on proper information security practices, protocols, and procedures.

Requirements:

  • Bachelor's or Master's degree in Management and Information Systems (MIS), Computer Science, Engineering, or a closely related field.
  • At least 5 years of experience implementing IT security plans and controls of a department or enterprise IT environment, including 3 years managing a technology team.
  • Strong understanding of the City's core business functions and business strategy.
  • Preference will be given to applicants with certifications such as CISSP, CISM, or GSEC.
  • Knowledge and experience with Windows, Active Directory, group policy, DNS, encryption, patch management, anti-virus, system configuration management, LAN, WAN, VPN, routers, firewalls, servers, IDS/IPS, SIEM, and DLP.
  • Solid expertise in formal/structured IT security risk assessment methodology.
  • Experience with a wide variety of operating systems, including Windows Server, Windows 10, Windows 7, and Linux.
  • Knowledgeable of Cyber Kill Chain and Diamond Model of Intrusion Analysis models.
  • Knowledge of SIEM, IDS, anti-virus/anti-malware, and firewall technologies.
  • Ability to maintain the highest standard of confidentiality and zero tolerance for breaches.
  • High energy level, comfortable performing multifaceted projects in conjunction with normal activities.
  • Results-oriented with the ability to balance other business considerations.
  • Ability to speak and present information effectively to groups of varying sizes.
  • Avid, proactive learner and ability to work well in a team-based environment.
  • Strong communication and writing skills.
  • Proven experience working in a rapidly changing, high-intensity environment.
