Airbus DS Government Solutions Inc is in search of a Senior Procurement Specialist to oversee the acquisition process for intricate goods and services. This role encompasses strategic sourcing, supplier relationship management, and ongoing performance enhancement. The ideal candidate will possess extensive knowledge in procurement strategies, market analysis, and contract negotiation to secure optimal procurement results.

Key Responsibilities:
  • Actively contribute to the development and upkeep of internal policies, procedures, and processes that support Procurement functions in line with Deltek Costpoint capabilities.
  • Assist in the deployment of Deltek Costpoint Domains and Modules.
  • Formulate recommendations for process improvements to enhance operational efficiency.
  • Create training modules for Procurement Processes.
  • Ensure compliance with organizational policies and procedures, as well as Federal Acquisition Regulations (FAR) and any relevant reporting obligations.
  • Oversee small business subcontracting programs, compliance with contractor purchasing systems review processes, and management of Government Furnished Property, including report preparation.
  • Manage various reporting obligations using government contracting platforms such as SBA, CPARS, FPDS, FSRS, etc.
  • Prepare reports for Executive Leadership.
  • Monitor Department KPIs and propose enhancements to boost efficiency.
  • Maintain comprehensive Procurement records in accordance with DFARS Business Systems criteria for a compliant Purchasing System (i.e., Contractor Purchasing System Review (CPSR)).
  • Engage in supplier management through routine visits, audits, and performance evaluations; develop improvement strategies as necessary.
  • Assist in procurement reporting requirements, performance metrics, and vendor scorecards.
  • Mentor and train members of the procurement team.
  • Generate reports on procurement activities as required.
  • Responsibilities may expand to other areas based on the candidate's skills and performance.

Qualifications:

  • Bachelor's degree in Business, Finance, or Accounting from an accredited university.
  • 5-7 years of procurement experience with a focus on strategic sourcing and supplier management, demonstrating progressive responsibilities.
  • Two to four years of experience in government procurement.
  • Experience in a Department of Defense (DoD) manufacturing environment.
  • Advanced knowledge of CPSR, Procurement Policies, and Purchasing Systems.
  • Strong understanding of Subcontract Management and Procurement concepts, as well as Federal Acquisition Regulations (FAR) and Defense Federal Acquisition Regulations (DFAR).
  • Experience managing Subcontracts and Procurements.
  • Familiarity with procurement regulations and procedures, government cost accounting standards, and reporting requirements.
  • Proficient user of Deltek CostPoint, including CRM & Contracts, Planning, Materials, and Reports & Analytics.
  • Certification as a Professional in Supply Management (CPSM) is a plus.
