Job Description:

The Texas Department of Aging & Disability Services seeks a highly skilled Data Analyst V to contribute to the success of our organization. This senior-level position plays a pivotal role in supporting the department's mission to provide essential health and human services to vulnerable Texans.

Key Responsibilities:
  • External Factors Analysis: Design and produce data analyses and reports to evaluate the impact of patterns and trends in demographic, socioeconomic, health, and other external factors on the demand and utilization of health and human services in the state and across different regions.
  • Geospatial Data Analysis and Visualization: Utilize state-of-the-art Geographic Information Systems (GIS) technologies and tools to design and build user-oriented processes, programs, and applications for analyzing and visualizing geographical variations relative to external and internal factors.
  • Guidance and Mentorship: Provide guidance, mentorship, and recommendations to team members and other staff on the use and analysis of HHS program data, externally produced datasets, and GIS programs.
  • Data Source Evaluation: Examine, evaluate, and monitor the availability, quality, and validity of data sources, statistical and GIS programs, and other applications used to produce data analyses.
  • Effective Consultation and Collaboration: Communicate and collaborate with division and agency staff, researchers, governmental entities, and stakeholders to contribute to and facilitate the creation of high-quality research-based data analyses reports.
Requirements:
  • Ability to exercise independent judgment and show initiative.
  • Knowledge of scientific research methods, statistical data analysis techniques, mathematics, geographic concepts, and their application to data analytics.
  • Knowledge of local, state, and federal laws related to HHS programs.
  • Knowledge of Census Bureau, Texas Demographic Center, and Texas Department of State Health Services data collection systems, data interfaces, and datasets.
  • Skills in using SAS, SPSS, SQL, R, ACCESS, or other statistical data analysis and database management software.
  • Skills in using Geographic Information Systems (GIS) software and knowledge of associated processes such as geocoding, cartography, and geospatial analysis.
  • Skills in using ArcGIS Pro, ArcGIS online, ArcGIS dashboards, and in developing Web-based GIS applications, interactive maps, and Web-based content sharing platforms.
  • Skills in programming languages such as Python (ArcPy) or JavaScript for automating GIS workflows, data management functions, and developing applications.
  • Skills in graphical, tabular, and geographical presentation of data.
