We are seeking a highly skilled and experienced individual to fill the position of Homeless Services Program Manager at Trinity Alliance of the Capital Region.

Job SummaryThe Homeless Services Program Manager will be responsible for overseeing the daily operations of our 20-bed Homer Perkins Center, an OASAS certified Article 820 Community Reintegration Program. This program serves adults with primary substance abuse disorders, providing them with accessible, effective, and compliant services.
Key Responsibilities- Develop and implement policies, procedures, and methods governing service provision, ensuring adherence to regulatory requirements.
- Oversee admission, discharge, transfer, and referral procedures, ensuring seamless client transitions.
- Ensure service plans are comprehensive, accurate, and up-to-date, reflecting individual client needs.
- Hire, train, and supervise staff members, including consultants, interns, peers, and volunteers, to ensure adequate staffing levels and shift coverages.
- Maintain cooperative agreements with other chemical dependence service providers and relevant community resources.
- E nsure compliance with state and federal laws, regulations, and OASAS guidance documents, working closely with the Compliance Officer.
- Collaborate with the HR Director to ensure adherence to personnel practices and the Personnel Practices Manual.
- Supervise staff responsible for food procurement, storage, and preparation, as well as nutritional planning.
- Conduct staff training on recovery-oriented, strengths-based, family-oriented, trauma-informed best practices, and community-based reentry services.
To be successful in this role, you will need:
- A Master's degree in a social service-related field and five years of professional experience, including supervisory roles.
- Clinical supervisory experience, preferably in a CASAC setting.
- Experience providing and supervising recovery-oriented, trauma-informed, strengths-based substance abuse services.
- Excellent leadership, organizational, analytical, and program development/administrative skills.
- Strong verbal and written communication skills, with excellent interpersonal and customer service skills.
- Knowledge of WORD, Excel, and OASAS Reporting Systems, electronic health records, and community resources.
