Job Overview

Position Summary:
The Iowa Utilities Commission (IUC) is in search of a Senior Policy Liaison.
This permanent, full-time, and collective bargaining exempt, at-will position will serve as a representative of the IUC and the Commission Chair, acting as a state policy liaison to facilitate communication among various stakeholders including members of the General Assembly, Legislative Services Agency, legislative caucus staff, and other relevant groups.
The individual in this role will effectively communicate the mission, objectives, programs, and requirements of the IUC.
The Senior Policy Liaison will act as the primary contact for multi-agency initiatives, advocating for the budgetary and legislative priorities of the IUC while responding to inquiries from legislators, legislative staff, and other executive branch agencies in a comprehensive and timely manner.
The successful candidate will provide guidance to agency personnel regarding administrative rules, legislative initiatives, and the interpretation of legislative intent, as well as current events impacting the executive branch.
The individual will assist in the interpretation, implementation, and follow-up of new legislation; support interim legislative activities; draft legislative language; and monitor agency compliance with legislative directives.
This role involves collaboration with the administrative rules review committee of the Iowa Legislature and leading the agency's management of task forces, commissions, and councils as convened by the Commission Chair and the General Assembly.
The employee will coordinate common legislative initiatives, assist in compiling and submitting required reports, conduct special projects, and contribute to policy development.
The Senior Policy Liaison will also serve as the primary backup to the agency's Emergency Management Coordinator, staffing the State Emergency Operations Center during emergencies and participating in planning exercises.
The individual should demonstrate proficiency in internet and computer applications, comprehend and apply state and federal laws, and develop strategies that promote public and consumer interests.
The successful candidate will cultivate and maintain relationships with Commission members, agency staff, stakeholders, and other parties engaged with the IUC.
Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:
1) Graduation from an accredited four-year college or university with a degree in any field, along with five years of full-time professional-level experience in program administration, development, research/evaluation, or management.
2) A total of nine years of education and/or full-time experience (as described in number one), where thirty semester hours of accredited college or university coursework in any field equals one year of full-time experience.
All of the following (a, b, and c):
a. Three years of full-time professional-level work experience in program administration, development, research/evaluation, or management; and
b. A total of four years of education and full-time experience (as described in part a), where thirty semester hours of accredited college or university coursework in any field equals one year of full-time experience; and
c.
A total of two years of graduate-level education and full-time experience (as described in part a), where twenty-four semester hours of accredited graduate college or university coursework in a public-service-related area (e.g., public or business administration, social work, public health, law, education, engineering) equals one year of full-time experience.
Graduation from the Iowa Certified Public Manager Program is also equivalent to one year of full-time experience or education.4) Current, continuous experience in the state executive branch that includes twelve months of full-time work as an Executive Officer 2 or two years of full-time work as an Executive Officer 1 or comparable specific management-level position.
