Key Responsibilities:

Strategic Direction:
  • Formulate and communicate a comprehensive vision for the Organizational Change Management (OCM) program, ensuring alignment with the strategic objectives of the federal agency.
  • Lead the development of program strategies, managing interconnected projects to maintain coherence across initiatives.
Program Oversight:
  • Supervise a diverse portfolio of projects within the OCM framework, ensuring a unified approach to change management and system integration.
  • Facilitate program review sessions to address project challenges, resource needs, and timelines for deliverables.
Stakeholder Engagement:
  • Collaborate with senior stakeholders, including agency executives, to secure support and ensure alignment of project goals with agency objectives.
  • Champion the allocation of project resources and direction from high-level governance bodies.
Risk and Decision Management:
  • Conduct comprehensive risk assessments and develop strategies to mitigate systemic risks that affect multiple project streams.
  • Make critical decisions regarding project priorities and resource distribution to navigate complex challenges.
Financial Management:
  • Maintain fiscal oversight of the program's various project budgets, ensuring compliance with agency financial guidelines.
  • Authorize significant project budgets and collaborate with federal contracting officers on procurement processes.
Compliance and Policy Development:
  • Ensure adherence to federal policies, directives, and legal requirements, particularly concerning data protection and privacy.
  • Lead the formulation and revision of policies to align with evolving regulatory standards.
Change Leadership:
  • Guide the organizational change management team in preparing the agency for transitions to new systems, promoting smooth adoption and minimal disruption.
  • Foster consensus across the agency to advance the OCM program amid operational challenges.
Integration and Systems Approach:
  • Promote integration across various IT systems, ensuring the OCM program operates effectively within the broader agency technology framework.
  • Encourage systems thinking among project teams to recognize the interdependencies of agency operations.
Communication and Reporting:
  • Lead the development of comprehensive communication strategies to engage stakeholders agency-wide, including executive summaries and briefing materials.
  • Provide structured updates to executive leadership and governance committees on program progress and strategic direction.
Quality Assurance:
  • Uphold high standards of quality in project deliverables, conducting strategic reviews and audits of outcomes.

Team Leadership:

Vendor Management:
  • Oversee negotiations with technology vendors and service providers to ensure contracts deliver strategic value.
  • Manage relationships with subcontractors to ensure alignment with project goals.
Expert Advisory:
  • Act as a key advisor on project management and client leadership, influencing strategic decisions and advocating for program needs.
  • Facilitate collaboration with other departments and external partners to advance program objectives.
Long-term Planning:
  • Strategize for the long-term evolution of the OCM system, focusing on scalability and integration with emerging technologies.
  • Assess opportunities for expanding OCM support within the IT program.
Crisis Management:
  • Develop contingency plans to ensure preparedness for unforeseen disruptions affecting the project portfolio.
  • Lead efforts to resolve high-stakes issues that may arise, positioning the project for successful recovery.
Qualifications:
  • Bachelor's degree (Master's preferred) in Business or Information Technology.
  • PMP Certification with Level 3 experience.
Experience and Skills:
  • 10+ years of consulting experience in leading complex IT implementation programs within the commercial or federal sectors.
  • Exceptional communication and leadership abilities.
  • In-depth understanding of Organizational Change Management principles.
  • Strong team-building skills.
  • Familiarity with Department of Defense operations.
  • Must be a U.S. citizen and eligible for a National Agency Check with inquiries (NACI) clearance.
Work Environment:

This position operates in a professional office setting with a low to moderate noise level. The role involves routine use of standard office equipment and may require occasional lifting of up to 25 lbs.
