Job Description


Housing Authority of New Orleans is seeking a talented Financial Planning and Accounting Manager to oversee the financial planning and accounting tasks related to the public housing operating program, capital fund program, and other grant programs. This position will report to the Chief Financial Officer (CFO) and be responsible for the oversight of all accounting and reporting activities, including budget preparation, general ledger maintenance, financial data reconciliation, and financial reporting.



  • Key Responsibilities:

    • Manage staff, including assigning work, evaluating performance, and completing performance evaluations.
    • Analyze financial data and present accurate and timely financial reports to senior leadership.
    • Develop and implement new accounting software and procedures, working with IT and software vendors to resolve issues.
    • Create a comprehensive financial reporting system that meets HUD requirements and internal staff needs.
    • Review general ledger entries for accuracy and compliance with accounting principles, HUD guidelines, and agency policy.
    • Communicate financial information to the Board of Commissioners, management, and external parties.
    • Maintain a system for reviewing purchases to ensure funds are available and accounts are charged correctly.
    • Ensure timely reimbursement requests to HUD, the city of New Orleans, and other grantors.
    • Coordinate accounting of fixed assets with the CFO and Senior Accountant.
    • Assist with annual budgeting and planning, and administer budget controls for assigned programs or grants.
    • Collect and file sales tax rebates with the state of Louisiana.
    • Stay up-to-date with regulatory changes affecting accounting and financial operations.
    • Establish and implement cost allocation plans.
    • Provide training and guidance to staff on HUD regulations, accounting principles, and agency policies.
    • Support program managers in analyzing and interpreting financial information.
    • Prepare for and coordinate internal and external audits.
    • Maintain good working relationships with staff and provide excellent customer service.



Requirements:



  • Bachelor's degree in accounting, finance, business administration, or a related field.
  • Minimum 5 years of experience in accounting, budgeting, and financial analysis, including 2 years in a supervisory role.
  • Experience with financial aspects of HUD's public housing and capital fund programs is preferred.
  • Strong analytical, organizational, and problem-solving skills.
  • Excellent interpersonal and communication skills.
  • Ability to translate complex financial concepts to individuals at all levels.
