Description of Job

Work Unit

The Watershed Section aims to deliver information and planning, financial and scientific support services to the Water Quality Control Commission (WQCC), government entities, performance partners, and the public to protect, enhance, and restore water quality in Colorado. This section aligns with federal water quality standards, annual agreements, specific grant requirements, and strategic plans.

Job Description

This role plays a crucial strategic function within the division. It was established to support the implementation of Colorado's Environmental Justice Act, enhancing public engagement in rulemaking processes. Responsibilities include preparing outreach materials, organizing events, addressing public inquiries, and revising draft regulations based on public feedback. This position facilitates external communications with disproportionately impacted communities, building their capacity to manage funding assistance aimed at improving water quality through planning and implementation projects. It also involves stakeholder relations, promoting engagement in Water Quality Control Commission rulemaking, nonpoint source grant funding, and total maximum daily load development. The role applies scientific theories and principles to develop effective communication strategies and materials, ensuring accessibility of public-facing documents and resources for the Watershed Section.

Minimum Qualifications

There are three pathways to qualify for this position:

(Option 1)
Six years of professional experience in water quality, environmental science, or environmental planning with community engagement specific to state and federal environmental statutes.
OR
(Option 2)
A bachelor's degree in environmental planning, environmental science, environmental policy, natural resources, or a closely-related field, along with two years of relevant professional experience.
OR
(Option 3)
A master's degree in the aforementioned fields may substitute for the bachelor's degree and two years of experience in managing water quality or environmental projects.

Preferred Qualifications
The following experience and competencies are highly desirable for this position:
  • Proven ability to collaborate effectively with diverse local communities and government entities to develop and implement water quality plans.
  • Knowledge of interpreting technical reports based on scientific principles and presenting findings to varied audiences.
  • Experience in engaging diverse stakeholders through consensus-building and public speaking.
  • Practical experience with Geographic Information System Technology for analyzing geospatial data.
  • Professional experience applying the Federal Clean Water Act or Colorado Water Quality Control Act.
  • Ability to understand and explain regulations and technical reports to diverse stakeholders.
  • Experience in developing standardized procedures and best practices for planning.
  • Excellent communication skills, both oral and written.
  • Strong critical thinking abilities for timely decision-making.
  • Attention to detail for successful event planning.
  • Proficiency in Microsoft Office software.
  • Experience with Zoom for virtual meetings.
  • Ability to adapt to change and consider new approaches.
  • Strong customer service skills.
