Department Overview: The Senior Civil Engineer oversees the Engineering Division's Technical Review and Regulations Section, which is responsible for reviewing and approving plans and documents for the development and consulting sectors, as well as government entities and the public. This role entails increased responsibilities and requires the demonstration of advanced technical and leadership capabilities.
Position Summary: This role is situated within the Engineering Division of the Public Works Department and operates under the guidance of a Civil Engineer V or another division leader. The primary function of this position is to manage an engineering work section. The individual may act as the principal contact for the City concerning the assigned engineering discipline. Responsibilities include utilizing established administrative and technical knowledge and skills. Key responsibilities include:
- Establishing sectional goals and objectives.
- Planning, organizing, and reviewing projects assigned to subordinate staff.
- Participating in and supervising the development of plans and specifications for public works engineering projects.
- Ensuring compliance of engineering projects with established plans and specifications.
- Providing technical guidance to subordinate staff, assigning projects, and enhancing methods and procedures.
The role involves frequent interaction with City officials, engineering consultants, architects, contractors, developers, and the public to exchange technical information related to public works engineering. Work is primarily conducted independently, with outputs reviewed periodically through reports, meetings, and observations by the division or department head to ensure effectiveness and adherence to policies.
Veterans Preference: Honorably discharged veterans of the United States Armed Forces, National Guard, and Reserve Forces who meet the qualifications for this position will receive preference. To qualify, veterans must provide verification of honorable discharge prior to the vacancy announcement's closing date.
Job Requirements:

Departmental Preferences:
- At least five (5) years of experience in civil engineering or related fields.
- Minimum of five (5) years of supervisory experience.
- Experience in reviewing and interpreting civil engineering plans and legal documents.
- Familiarity with software such as HEC-RAS, HydroCAD, HY-8, and HEC-HMS.
- Knowledge of FEMA and U.S. Army Corps of Engineers regulations, as well as local paving and drainage design standards.
Working Conditions:
- Primarily indoors, with occasional outdoor exposure to various weather conditions.
- Local travel may be required for field inspections.
- Occasional out-of-town travel for meetings and conferences.
- Exposure to loud noises from machinery and construction equipment.
- Potential exposure to dust and other irritants.
Physical Requirements:
- Near vision sufficient to read standard office documents and specifications.
- Hearing ability to identify equipment locations and malfunctions.
- Manual dexterity to operate office equipment and produce written correspondence.
- Effective communication skills for in-person and telephonic interactions.
