We are representing a prominent and expanding allied healthcare organization that operates across California. This esteemed service provider is in search of a seasoned HR Executive to spearhead their Human Resources, Benefits, and Payroll departments. The ideal candidate will possess extensive expertise in these domains and demonstrate capabilities as a proactive team leader, effective communicator, and strategic partner at the executive level.

Reporting directly to the CEO, this role encompasses the comprehensive management of HR, Benefits, and Payroll functions within the organization. Additionally, the position is tasked with ensuring compliance with labor laws through the development of policies, procedures, audits, and effective employee risk management strategies.

Key Responsibilities:

Human Resources Management:

  • Oversee daily operations of the human resources department, including onboarding and offboarding processes, with a focus on compensation, benefits, and performance management.
  • Provide guidance, coaching, and mentorship to the HR management team and staff.
  • Develop and update HR policies and procedures, ensuring the employee handbook is current.
  • Supervise the annual performance evaluation process.
  • Design and implement staff engagement initiatives and manage related organizational changes.
  • Ensure compliance with federal, state, and local labor laws in all policies and practices.
  • Foster open communication throughout the organization and proactively manage internal communications on relevant topics.
  • Promote positive employee relations through effective coaching, counseling, and disciplinary actions.

Benefits Administration:

  • Ensure that benefit offerings align with organizational objectives and employee needs.
  • Manage 401(k) reporting, workers' compensation, insurance audits, and compliance.
  • Efficiently plan and execute open enrollment periods.
  • Oversee benefit administration systems to ensure accuracy and compliance.
  • Facilitate benefit enrollment processes, ensuring thoroughness and accuracy.
  • Communicate effectively with employees regarding compensation, benefits, and employment-related matters.
  • Analyze and refine compensation and benefits policies to maintain competitiveness and legal compliance.
  • Research and propose competitive pay structures to attract and retain top talent.
  • Ensure salary reviews and recommendations align with established compensation policies.

Payroll Management:

  • Oversee all aspects of payroll processing, including weekly payroll and year-end tax filings.
  • Ensure adherence to all relevant state and federal payroll regulations, with particular attention to California laws.
  • Collaborate with the payroll team and senior leadership to provide insights and analytical support.
  • Develop strategies for efficient payroll management, ensuring accuracy and timeliness.
  • Coordinate with various teams to ensure alignment with organizational goals.

Compliance & Risk Management:

  • Develop and maintain up-to-date company policies in line with best practices and regulatory changes.

Qualifications:

  • Bachelor's degree in Human Resources, Finance, Accounting, or a related field.

  • Exceptional leadership skills.
  • In-depth knowledge of federal and California labor laws.
  • Proven experience in developing compliant HR processes and systems.
  • Extensive knowledge of employee benefits management and payroll processes.
  • High attention to detail and accuracy.
  • Strong interpersonal skills and commitment to customer service.
  • Proficient in Microsoft Office Suite.
  • Excellent verbal and written communication skills.

  • Experience in the Healthcare or Allied Healthcare sectors is preferred.
