The Medical Consultant II is a key member of the Clinical Research & Medical Policy Branch of the Department of Health Care Services. This role provides professional advice and guidance on the medical aspects of one of DHCS' programs, collaborating with a group of medical consultants and technical staff. The MC II works to review and establish medical policy, ensuring uniformity, quality, and up-to-date decisions in the development of policies and standards relative to the BD's programs.
Key Responsibilities- Provide technical guidance to other BD staff, DHCS divisions, providers, professional or community organizations, and other interested stakeholders.
- Assist with the implementation and interpretation of State and Federal laws, as well as the formulation of regulations, policies, and procedures relating to medical aspects of DHCS programs.
- Develop and maintain knowledge of the principles and practices of general medicine and surgery, with particular reference to the techniques and trends in the diagnosis of physical and mental disabilities, chronic and terminal illnesses, and palliative care and treatment programs for such disabilities and diagnoses.
- Interpret and apply DHCS' medical policies and program standards, assist in the development of internal policies and procedures, and promote the organization of community health resources and their effective utilization in a medical care program.
- Communicate effectively, both in written and verbal contexts, to lay and professional individuals, and assist in analyses and preparation of reports concerning proposed legislation affecting BD.
- Consult with statewide professional organizations, community groups, public officials, DHCS staff, and others on the medical aspect of BD, and work within short time frames to meet program needs.
- Exercise a high degree of initiative, independence, and originality in performing assigned tasks and providing appropriate medical consultation to Branch staff.
- Must possess a Medical Board of CA License.
- Must have possession of the legal requirements for the practice of medicine in California as determined by the California Board of Medical Quality Assurance or the California Board of Osteopathic Examiners.
- Either one year of experience in California state service performing the duties of a Medical Consultant I, Department of Health Services, or three years of experience in the practice of medicine (exclusive of internship) including one year of administrative, supervisory, or consultant experience in a public health or welfare agency or in a medical care or rehabilitative program.
