Key Responsibilities
This role supports the Chief Financial Officer and Deputy Financial Officer by executing accounting tasks in accordance with established accounting standards.
Responsibilities include ensuring adherence to relevant regulations by scrutinizing, interpreting, and analyzing accounting systems, records, and reports.Key duties encompass cost accounting, system accounting, and federal fund accounting, alongside general accounting responsibilities such as payroll management, petty cash oversight, credit card transactions, accounts payable/receivable, financial analysis, and assisting in the preparation of the departmental annual budget.
Additional responsibilities involve accounting and financial reporting for federal and state funds in compliance with grant regulations. This includes maintaining the general ledger, reviewing and recording payroll transactions, and assisting with year-end accounts payables, journal entries, accrued expenditures, and resolving discrepancies.Process journal entries and voucher payments in the financial management information system (FMIS). Maintain transaction records on tracking sheets.
Conduct various reconciliations, including bank accounts (working fund, operating accounts, and petty cash), and submit reports related to these accounts.
Monitor Grant Activity using Excel spreadsheets and Google Tracking Sheets, including awards, fund requests, and payments.
Assist in processing various grants, such as Federal Financial Participation (FFP) billing to the Department of Health.
Minimum Qualifications
Education:
A Bachelor's degree in Accounting from an accredited institution, including or supplemented by three credit hours in auditing.
Experience:
Two years of experience in examining, analyzing, and interpreting accounting systems, records, and reports while applying generally accepted accounting principles.
NotesCandidates may substitute a Bachelor's degree with thirty credit hours in Accounting and related courses, including or supplemented by three credit hours in auditing, for the required education.
Applicants who have met the requirements for CPA examination admission prior to July 1, 1974 will be considered to have fulfilled the educational requirement.
Possession of a Certified Public Accountant certificate or a master's degree in accounting from an accredited institution may substitute for one year of the required experience.
Applicants may substitute one year of professional auditing experience for one year of the required experience.Candidates may substitute U.S.
Armed Forces military service experience as a commissioned officer in the Accounting Officer classification or Financial Management specialty codes in the Accounting field on a year-for-year basis for the required experience and education.
Preferred QualificationsPreference will be given to candidates with one or more of the following qualifications:
Experience in Maryland state accounting/finance.
Experience with state and federal grants.
