As a Project Manager - IT Systems Lead, you will oversee the planning, execution, and delivery of IT projects related to major business systems and functions. You will supervise and guide project teams, serving as a liaison between business and technical aspects of projects.


Key Responsibilities



  • Plan and coordinate project stages, assessing business implications and monitoring progress to ensure deadlines, standards, and cost targets are met.
  • Supervise and review work, ensuring staff compliance with District policies and procedures.
  • Develop and document system design procedures, test procedures, and quality standards.
  • Prepare project status reports and communicate with clients regarding project progress.
  • Assign responsibilities and spans of authority to project team members and monitor progress to ensure adherence to budget, schedule, and scope.

Requirements


Graduation from a four-year accredited college or university majoring in information technology, business, or public administration, or closely related fields, and four years of professional-level experience in information technology project management.


Substitution


Graduate study in the designated fields may be substituted for experience on a year-for-year basis to a maximum of two years. Project Management Professional (PMP) certification may be substituted for one year of the required experience.


Promotional Requirement



  • One year of service with the District as a Business Analyst.
  • Civil service status as a Business Analyst.

Working Conditions


Work is performed in a typical office environment and requires the use of standard office equipment, including computers.


Desirable Knowledge, Skills, and Abilities



  • Considerable knowledge of business and management principles involved in strategic planning, resource allocation, production methods, and coordination of people and resources.
  • Considerable knowledge of principles and processes for providing customer services, including customer needs assessment, meeting quality standards for services, and evaluation of customer satisfaction.
  • Skill in determining how a system should work and how changes in conditions, operations, and the environment will affect outcomes.
  • Skill in encouraging and building mutual trust, respect, and cooperation among team members.
  • Ability to use logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions, or approaches to problems.
  • Ability to plan and supervise the work of a project team.
  • Ability to listen actively, providing full attention to what other people are saying, taking time to understand the points being made, asking questions as appropriate, and not interrupting at inappropriate times.
  • Ability to communicate effectively, orally and in writing.
