Job Summary

We are seeking a highly skilled and experienced Emergency Management Coordinator to join our team at Clear Creek County, Colorado. As a key member of our emergency management team, you will be responsible for developing, implementing, and coordinating the County Emergency Management Program, encompassing preparedness, mitigation, response, and recovery phases.

Key Responsibilities
  • Maintain Emergency Operations Center (EOC) readiness, including equipment and facility, capable of short-notice activation.
  • Serve as leadership in the EOC, potentially including EOC Manager, section lead, etc., and execute plans during disasters.
  • Ensure proper coordination between departments and address logistical needs.
  • Prepare emergency status reports on response and recovery efforts, needs, and preliminary damage assessments—document resources used during disasters.
  • Coordinate the disaster damage assessment and recovery process.
  • Coordinate the County's OEM training and exercise program, observing National Incident Management System and Homeland Security Exercise and Evaluation Program guidelines.
  • Implement a tracking system for training.
  • Organize disaster drills and exercises, review results and make improvements, conduct training and public information presentations on emergency management, and relative to their role in an emergency activation, maintain NIMS/ICS training system.
  • Conduct ongoing training and exercise needs analysis to develop a multi-year schedule.
  • Prepare analytical and statistical reports and develop After-Action Reports.
  • Perform other duties as assigned.
  • Prepare for all-hazards response in cooperation with County and municipal agencies, special districts, state and federal partners, private industry, and non-governmental organizations.
  • Interact frequently with internal and external stakeholders, senior and elected officials, and the public to facilitate emergency preparedness.
  • Review, update, and develop emergency preparedness, response, recovery, and mitigation plans and procedures.
  • Maintain the County Plans including: Emergency Operations Plan, Continuity of Operations Plan, Disaster Recovery Plan, Mitigation Plan, Cyber Security Plan, and the Mass Care Plan.
  • Support writing grant proposals, memorandums of understanding, and other technical documents.
  • Support Emergency Management Performance Grant (EMPG) and Wildfire Mitigation Grant management and administration.
  • Conduct research and analyze data related to emergency management.
  • Conduct threat and vulnerability assessments and develop plans and strategies for vulnerability mitigation—support management of the Multi-Agency Coordination Group and Local Emergency Planning Committee.
  • Maintain a current inventory of all available response assets in the jurisdiction and additional assets through mutual aid, contracts, and private sources.
  • Attend and serve on various Emergency Management or Public Safety committees and groups.
Requirements
  • A minimum of three years of full-time professional emergency management or other management experience is required; an ideal candidate would have over five years of experience.
  • Completion of FEMA ICS 100, 200, 300, 400, 700, and 800 courses.
  • Any relevant professional certifications: Certified Emergency Manager (CEM), Certified Business Continuity Professional (CBCP), Project Management Professional (PMP), first responder certifications (Fire, Police, EMS, Dispatcher), etc.
  • Bachelor's degree from an accredited college or university or major coursework in emergency management, business administration, public administration, or other related field.
Knowledge, Skills & Abilities
  • Knowledge of the Emergency Management Performance Grant and the Homeland Security Grant Program.
  • Knowledge of the National Incident Management System and Incident Command System.
  • Knowledge of the Homeland Security Exercise and Evaluation Program.
  • Knowledge of FEMA Core Capabilities, Community Lifelines, and POETE (Planning, Organizing, Equipping, Training, Exercising and Evaluating).
  • Knowledge of EOC structures and processes.
  • Knowledge of community and local first responder integration and coordination.
  • Ability to conduct After-Action meetings and write associated reports.
  • Ability to communicate complex information clearly and concisely, in written English.
  • Ability to write plans, reports, articles, presentations, manuals, procedures, etc. with minimal supervision.
  • Ability to facilitate online and in-person meetings with diverse groups of stakeholders.
  • Ability to respond to emergency situations with poise and calmness.
  • Ability for analytical judgment for problem solving and decision-making.
  • Ability to complete ICS-100, ICS- 200, ICS-700, and ICS-800 training courses within 3 months of appointment.
  • Ability to complete ICS-300 and ICS-400 training courses within 12 months of appointment.
Necessary Special Requirements
  • Must be able to work an on-call schedule, including nights, weekends, and holidays, when necessary.
  • Obtain required licenses/endorsements to safely operate a County vehicle and specialized emergency management equipment in normal and adverse conditions.
  • Operate related office and field equipment and use computers, radios, and other electronic equipment as assigned.
Duty Assignments
  • All applicants hired by the Sheriff serve at the pleasure of the Sheriff of Clear Creek County and may be assigned to any of the agency's bureaus, sections, or units at the discretion of the Sheriff or his duly appointed representative. Employment is at the will and pleasure of the Sheriff, per Colorado State Statute: Written policies and other manuals do not alter the at-will status of employment. Participates and assists in developing emergency operations plans, training, and exercises; coordinates the recovery and mitigation planning procedures and helps develop materials. Participates in emergency management practices and procedural policies.

Must be able to respond to the customers' needs and perform tasks requiring extensive hand and eye coordination—dexterity of hands and fingers to operate a computer keyboard, mouse, and other devices and objects. The employee must frequently lift and move objects in a range from 25 up to 50 pounds. Specific vision abilities required by this position include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus. Ability to work extended shifts and the ability to work in stressful situations. The work environment characteristics described here represent those an employee encounters while performing essential functions of this job. Work is generally performed in an office environment. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets, and fax/scan machines in the event of an emergency, possible exposure to unknown and dangerous conditions, loud noise, all types of weather and non-weather conditions, exposure to extremes of temperatures, fumes, odors, dirt, dust and exposure to hazards associated with emergency equipment, moving vehicles and operating a county vehicle in poor driving conditions. Duties may require climbing and manual dexterity. Work can be an extremely stressful environment during peak activity periods demanding full attention and coordination of numerous tasks simultaneously.
