**Job Summary**

CAPPS, Inc. is seeking a highly skilled and experienced Security Officer III to join our team at Camp Mabry. As a Security Officer III, you will be responsible for safeguarding priority resources, buildings, personnel, and equipment belonging to the Texas Military Department and Department of Defense (DoD). You will perform complex security enforcement work, including guarding and patrolling property against loss or damage from fire, theft, vandalism, accident, or trespass.

Key Responsibilities:

  • Perform duties as the Installation Entry Controller.
  • Monitor and authorize entrance and departure of employees, visitors, and other persons to maintain security of installation premises.
  • Work with the public on a daily basis, issuing visitor passes, giving directions, and receiving and/or reporting complaints.
  • Evaluate and make recommendations on matters of safety and security.
  • Direct traffic and/or perform crowd control.
  • Patrol base to protect against suspicious activity.
  • Report all emergencies, accidents, and incidents to Assistant Shift Leader and/or Senior Shift Leader.
  • Perform after-duty hours checks of buildings and alarmed facilities.
  • Apprehend or detain suspects in accordance with applicable state laws and organizational operating procedures.
  • Assist federal, military, and local law enforcement agencies during VIP visits.
  • Prepare detailed incident/accident reports.
  • Obtain statements from witnesses, suspects, and complainants.
  • Perform first aid.
  • Participate in all mandatory state on-boarding training and on-the-job training specific to security enforcement duties and responsibilities.
  • Perform other duties as assigned by supervisory and training personnel.

Requirements:

  • Graduation from a standard senior high school or equivalent is required.
  • One (1) year of experience in a peace officer, law enforcement, military, or security-related role is required.
  • Valid driver's license is required.
  • Must be able to obtain a valid Level III Commissioned Officer License issued by Texas Department of Public Safety (DPS) Private Security Bureau (PSB) within 6 months of hire.

Preferred Qualifications:

  • Experience using Microsoft Office (such as Word, Outlook, or Excel) is required.
  • Knowledge of traffic and parking regulations, emergency response and reporting procedures, general and criminal state laws, and military structure, rules, and regulations.
  • Skill in monitoring and assessing situations and determining appropriate response, using effective written and verbal communication, using discretion when handling issues and/or situations during assigned duties, using assigned weapons and other emergency equipment, and using a computer, word processing applications, automated equipment, programs, and software.
  • Ability to qualify and maintain proficiency with 9mm Pistol, learn and apply proper emergency response and reporting procedures, act quickly and in a decisive manner during emergencies, plan, organize, and prioritize multiple assignments without compromising accuracy, prepare reports and compile information, establish and maintain effective working relationships, meet and interact with co-workers, base personnel, and the general public in a positive and professional manner, attend required training, work in a military environment, stand for long periods of time and carry a minimum duty workload, and work holidays, weekends, extended hours, and/or rotating shifts provided with or without notice to ensure support of business operations.

Physical/Working Conditions:

Work is typically performed in varied settings involving standing, walking, and sitting for extended periods of time. Security Officers perform duties outdoors during inclement weather conditions. Security Officers work with local law enforcement and emergency responders, use personal computers and the telephone to conduct daily business. This position must be able to regularly lift, carry, move, and/or set up equipment and materials that weigh up to 40 pounds. Must be able to shoot, move, and communicate as a member of a team and run or move quickly for short distances with required duty gear and weapon(s).

Medical Requirements:

Per Directive Number, and in accordance with (IAW) the Army National Guard Security Cooperative Agreement, Appendix 3, all personnel employed by TMD who perform security duties must meet annual medical screening and drug testing requirements.

Initial Hire: Applicants will complete the Health Self-Certification and Hold Harmless Agreement to confirm their ability to perform the Physical Ability Test (PAT) and agree to hold TMD harmless for any damage or injury that may occur during the PAT conducted prior to employment. All agreements will be signed and notarized before the initial interview. Applicants unwilling to complete this agreement will be ineligible for employment with TMD as a Security Officer.

Periodic Medical Evaluation: Periodic medical evaluation must be performed annually at the agency's expense to certify whether the individual is medically fit to perform the essential job functions, with or without reasonable accommodation, identify any health condition that may be substantially aggravated by the job, and evaluate an individual's health and fitness to take the Physical Ability Test (PAT), and serve as a baseline for tracking health trends.

Drug Use: May be subject to periodic drug testing.

Hearing: The applicant must meet the minimal standard with or without hearing aids of 35 decibels or better in each of the four frequencies: 500, 1000, 2000, and 3000 Hz; to include long distance, directional, and voice conversation hearing.

Vision: The applicant must have distance vision at least 20/30 in one eye and 20/100 in the other, or 20/40 in one eye and 20/70 in the other, and near vision should be correctable to 20/40 binocularly (both eyes open). Uncorrected binocular visual acuity should be at least 20/100. Individuals should be able to discriminate between vivid red and green colors (lights and placards). Additionally, individuals should have at least a total horizontal visual field of 120 degrees and at least a total vertical visual field of 40 degrees.

Physical Agility Test: Per Directive Number, the Physical Agility Test (PAT) serves to provide a measure of the individual's preparedness to successfully accomplish the essential functions of the position.

Initial Hire: The primary PAT will be conducted prior to interview for applicants to demonstrate the ability to perform essential job functions. Applicants must sign a Health Self-Certification and Hold Harmless Agreement before participating in the primary PAT. Only applicants who have completed the primary PAT will be interviewed and considered for employment.

Successful Completion of PAT: Successful completion of the primary PAT is not a guarantee of employment.

Current Employees: Current employees will conduct PAT within one year of the date of their initial medical clearance; thereafter, passing the record PAT is required annually.

PAT Includes:

  • 25 feet dummy drag in under 15 seconds: This event demonstrates the ability to pull an injured individual out of the line of fire to a position of cover.
  • 100-meter run in under 30 seconds (females) or 25 seconds (males): This event demonstrates anaerobic capacity used in high intensity baton and defensive tactics training and emphasizes the importance for performing short, intense bursts of effort.
