Position Overview
The Port of Portland is actively seeking applications from qualified Firefighter-Paramedics to create a Lateral Entry Eligibility List for the Portland Airport Fire & Rescue team.
Selection Process Steps:
Application Submission --> Application Review and Scoring --> Oral Examination --> Ranking and Placement on Eligibility List --> Certification by Civil Service Commission
Application Requirements: To be eligible for consideration, candidates must submit a complete employment application. It is crucial that the application reflects all relevant education and experience. Incomplete applications may be rejected. While resumes are encouraged, they do not replace the need for a fully completed application.
Candidate Physical Ability Test (CPAT): A valid CPAT certification is mandatory at the time of hire. Candidates facing financial difficulties may qualify for a CPAT voucher from the Port of Portland.
Application Review: Applications will undergo a review and scoring process based on a predetermined set of criteria. Those who meet the minimum score will advance to the Oral Examination.
Oral Examination: Candidates will be evaluated based on their performance during the oral examination, which will determine their ranking on the Eligibility List.
Ranking and Notification: Candidates will receive email notifications regarding their ranking on the Eligibility List, which will be determined by their scores. The submission date and time of applications will serve as a tiebreaker.

Compensation and Work Schedule:
The Fire Department offers six pay steps for firefighters, which are based on years of continuous service. Lateral candidates will receive compensation that aligns with their years of service according to the pay scale outlined below.

Upon successful completion of the 12-month probationary period, candidates will be eligible to advance to Step 6, currently set at $97,000.
Premium Compensation:
Members who complete probation will receive:
- 10% Paramedic Pay upon successful completion of FTEP
- 4.0% Apparatus Operator Pay
- Eligibility for up to 2.0% certification pay (if applicable)
Portland Airport Fire & Rescue operates on a rotating shift schedule of 24 hours on duty followed by 48 hours off.
- Members receive a Kelly day every 9th shift, resulting in an average work week of 49.78 hours.
- Membership in the Public Employees Retirement System (PERS), with the Port covering the employee's share of the retirement contribution.
- Paid Leave:
- Members earn 6 shifts of paid sick leave annually, with no limit on accumulation.
- Members earn 9 shifts of paid vacation per year, increasing to 18 shifts after 15 years of service.

- Members can choose between Regence Blue Shield or Kaiser plans through the Northwest Firefighters Relief Association.

- Emergency Response:
- Engage in firefighting, rescue operations, and first aid, adhering to established protocols.
- Operate all crash/fire/rescue vehicles effectively.
- Respond to alarms for aircraft, structural, and medical emergencies as directed.
- Implement medical operations during mass casualty incidents.
- Conduct pre-fire inspections and routine maintenance on vehicles and equipment.
- Participate in training programs as outlined by the Fire Department.
- Supervise personnel during emergency and non-emergency situations as assigned.
- Perform additional duties as directed by supervisory staff.
- High school diploma or equivalent.
- At least two years of continuous service as a firefighter.
- Firefighter I & II certification at the time of application.
- State of Oregon Paramedic or NREMT Paramedic certification at the time of application.
- Hazardous Material Operations certification.
- NIMS 100, 200, and 700 certifications.
- Experience in fire, rescue, and emergency medical services operations.
- Knowledge of Fire Department mission and structure.
- Valid state driver's license.
- Successful completion of a comprehensive Criminal History Records Check and Security Threat Assessment.
- A valid CPAT certification is required at the time of hire.
- Experience in aircraft firefighting.
- Degree in fire science or related field.
- Advanced knowledge of EMS response structures and airport terrain.
- Physical strength and stamina to meet performance expectations.
- Ability to follow oral and written instructions and apply basic math skills.
- Effective report writing skills.
- Proven ability to maintain effective working relationships.
