Overview

Purpose of the Role

The Pipeline Operations Supervisor is accountable for ensuring the secure functioning of the Golden Pass Pipeline, overseeing field operations and gas control activities. This includes daily scheduling, planning, and monitoring compliance with regulatory standards. The role also involves supporting the Golden Pass Project Team in achieving operational readiness through resource management, program development, and asset preparation. Additionally, the supervisor plays a crucial role in the annual operations budget planning process. This position is covered under DOT regulations (PHMSA).

Key Responsibilities
  1. Ensure all Golden Pass Leadership Expectations are fulfilled before work commences.
  2. Develop and nurture a high-performing Pipeline Operations team, providing mentorship and supervision to direct reports.
  3. Lead daily Pipeline Operations meetings to facilitate smooth activity transitions across shifts, aligning with both short-term and long-term business objectives.
  4. Provide leadership and administrative oversight for team members.
  5. Coordinate personnel deployment and manage field operations during each shift, optimizing pipeline assets, workforce, and logistics.
  6. Fulfill designated responsibilities within the Work Management System (WMS) to ensure safe and efficient operations.
  7. Assist in developing and implementing emergency response plans.
  8. Maintain a field presence to supervise contractor activities, ensuring compliance with contractual obligations and company standards.
  9. Oversee Turnaround and Start-up teams as necessary.
  10. Ensure all team members adhere to security, health, and environmental (SSH&E) standards, as well as process safety and personal safety protocols.
  11. Guarantee that all operational tasks comply with the Golden Pass Management Systems.
  12. Ensure adherence to corporate, local, and legal regulations and standards.
  13. Manage Temporary Defeats, securing necessary approvals prior to expiration.
  14. Support the Pipeline Operations Superintendent in managing team functions within budget, identifying efficiencies, and optimizing processes while maintaining compliance with daily nominations.
Scope of Responsibilities

Safety Performance
  • Exemplify leadership in safety by promoting systems and behaviors aimed at achieving zero life-altering injuries and supporting the Pipeline organization in reaching its objectives.
  • Actively participate in safety initiatives and coach team members on safety practices.
  • Conduct field verification of expectations and processes to ensure safe work execution.
  • Engage in hazard identification and mitigation to enhance Pipeline asset safety.
Operational Excellence
  • Lead daily Pipeline Operations meetings and oversee shift handovers to ensure compliance and support in identifying potential issues.
  • Communicate Golden Pass Pipeline objectives to Operations shift teams.
  • Review key performance metrics with the Pipeline Operations Superintendent to identify areas for improvement.
  • Mentor direct reports and foster a culture of quality ownership among team members.
  • Ensure accurate tracking of costs and hours related to work orders.
Building a Skilled Pipeline Operations Team
  • Develop an Employee Resource Plan to meet the competencies required for business needs.
  • Implement staffing and training plans to address competency gaps.
  • Facilitate succession planning and advancement through training and feedback.
Business Unit Coordination
  • Lead the execution of daily and long-term plans for the Pipeline Business Unit, adapting as necessary to address field issues.
Personnel Management
  • Ensure Operations Technicians and Gas Controllers meet competency requirements.
  • Manage training and competency for the shift.
  • Oversee the execution of shift handovers in accordance with the Golden Pass Management System.
Qualifications

Essential Skills and Abilities
  • Strong people management capabilities.
  • Proactive problem-solving skills.
  • Effective communication skills.
  • In-depth knowledge of chemical process operations.
  • Basic understanding of budgeting and contracts.
  • Proficient in computer systems, including DCS (Distributed Control System).
Certifications and Licenses
  • Must obtain a Transportation Worker Identification Credential (TWIC) card.
  • Valid state-issued driver's license.
  • Completion of fire training.
Working Conditions

Primarily office-based (90%); some outdoor work (10%).

Physical Requirements

Includes climbing and stooping.
