Qualifications:

  • Manage GCCS-J COP systems utilizing COP Synchronization Tools and software applications for effective Customer COP management.
  • Oversee theater joint track/data coordination and maintain the theater-wide COP database, ensuring the implementation and operation of GCCS-J COP architectures for exercises and real-world operations.
  • Facilitate the integration of sensor data from theater COP Correlation Sites and external sources, directing interface procedures and architecture adjustments.
  • Assess and incorporate emerging COP capabilities and technologies, including Friendly Force Tracking (FFT) and multi-tiered COP.
  • Proficient in operating ICSF and Agile Client while monitoring communications, data flow, and overall database functionality.
  • Adhere to all relevant guidelines for maintaining the COP, including troubleshooting and reporting deficiencies or downtimes.
  • Ensure the accuracy and proper configuration of JOC displays according to daily events and focus areas.
  • Possess a minimum of 5 years' experience in managing a Common Operational Picture / Common Tactical Picture, with a Top Secret Clearance.
  • Demonstrate self-motivation and the ability to work with minimal supervision.
  • Exhibit strong written and verbal communication skills, with a focus on customer service.
  • Show the ability to systematically analyze problems and propose effective solutions.

Key Responsibilities:

  • Develop and implement short and long-term IT strategies by identifying technology solutions and refresh opportunities to meet mission objectives.
  • Manage the Lifecycle Management Plan effectively.
  • Apply agile methodologies to all changes, releases, and initiatives.
  • Plan, prototype, and test server and workstation configurations prior to deployment.
  • Coordinate the installation, relocation, and final configuration of servers and workstations.
  • Align fielding implementation schedules with relevant parties.
  • Submit Requests for Change as per Change Management Policies.
  • Provide acceptance criteria and testing summaries for GOCO equipment.
  • Conduct user acceptance, performance, accessibility, security, and system testing.
  • Prepare pre-deployment release notes, documentation, and records for archival in the change management repository.
  • Collaborate with local divisions to address problems and known errors identified during development/testing.
  • Define comprehensive release plans that outline rollout strategies, production support, and responsibilities.
  • Implement all approved changes, upgrades, and enhancements for GFE, COTS, and GOTS systems.
  • Design network infrastructure, create dataflow diagrams, perform bandwidth analysis, and ensure IA compliance.
  • Provide resource support for network troubleshooting and system performance improvements.
  • Confirm compliance with IA criteria during hardware/software testing and integration.
  • Analyze and report on network-related issues.
  • Ensure future solutions meet compatibility and interoperability standards while maximizing network performance.
  • Deliver both local and remote technical support, including pre-deployment assessments and technical documentation.
  • Evaluate the impact of proposed changes on hardware, software, and personnel, providing trade-off analyses of alternative designs.
  • Document benchmarks, milestones, and test results, offering implementation guidance.
  • Conduct performance analysis and ensure thorough documentation of captures.
  • Research emerging technologies and advancements, submitting findings for customer review.
  • Utilize the automated government routing system to provide test plans for government approval.
  • Develop comprehensive test reports detailing application testing scope, metrics, and recommendations.
  • Perform quality assurance planning and testing for all products prior to delivery.
  • Support fielding, integration, and testing of systems on customer networks, ensuring operational testing of configurations.
  • Assist in server installations/migrations and application updates, diagnosing common hardware/software issues.
  • Verify compliance of hardware and software testing with applicable regulations and standards.
  • Maintain IT networks, ensuring availability of situation awareness resources for operational users.
  • Provide regular status reports on system updates and failures.
  • Monitor all authorized service interruptions affecting systems.
  • Support enterprise network monitoring and provide Tier 2 support for database systems.
  • Conduct imaging of computer systems and address cyber vulnerabilities.
  • Interface with external organizations overseeing the DoDIN-A.
  • Create and manage unit and installation tracks, sharing information electronically with relevant commands.
  • Deliver situation awareness services 24/7 during crisis events as determined by operational needs.
  • Provide COP Management support to Operations and Readiness Directorate as necessary.
  • Offer principal staff services from managed office areas.
