Job Overview

We are seeking a highly experienced Contracts Manager to serve as a project manager on specific contractual projects and manage supply chain business processes within the assigned area or contractual relationships.

Key Responsibilities
  • Supply Chain Leadership: Ownership of supply chain processes at assigned levels and assume a leadership role for strategic sourcing and contract management.
  • Business Expertise: Function as a business expert in supply chain activities, providing advice and expertise in managing processes, contractual matters, and customer/supplier performance issues.
  • Contract Management: Accountable for contract management across the agency.
  • Project Management: Lead supply chain teams on projects to perform market and usage/cost benefit analyses and to plan, source, negotiate, and contract for goods and services.
  • Process Optimization: Work with the highest levels of supply chain activities and interface across the organization as well as externally with process optimization and total ownership cost reduction as primary objectives.
  • Relationship Building: Responsible for expanding relationships with suppliers and customers to foster innovation and continuous improvements in business processes and product/service offerings.
  • Strategic Planning: Develop new and innovative strategies to accomplish cost-effective supply chain objectives.
  • Team Leadership: May lead a small staff as necessary.
Requirements
  • Education: Bachelor's degree in a business-related field of study, or equivalent related education, training, and experience.
  • Experience: Eight to ten years of experience in an industrial environment involving supply chain management and negotiation, process improvement, and financial analysis.
  • Desirable Qualifications: MBA or similar degree, at least two years of managerial experience, and supervisory experience.
Skills and Abilities
  • Facilitation: Facilitation skills related to leading in a team environment.
  • Communication: Ability to prepare and present effective presentations and communicate well both orally and in writing.
  • Supply Chain Knowledge: In-depth knowledge of supply chain principles and practices.
  • Business Acumen: Understanding of business policies, laws, regulations, executive orders, and federal guidelines governing contracting.
  • Interpersonal Skills: Ability to interpret and apply these requirements to others, both inside and outside of the organization.
  • Technical Skills: Current computing skills and the ability to manage interpersonal relationships.
  • Planning and Organization: Ability to plan and organize variable workloads.
  • Product Knowledge: Knowledge of the products and services utilized by the organization is essential.
