Position Overview
This role is situated within the Bureau of Overseas Buildings Operations, specifically in the Program Development, Coordination, and Support Directorate, under the Office of Project Development and Coordination (OBO/PDCS/PDC).
Role Responsibilities
The selected candidate will act as a Project Manager, overseeing the planning, design evolution, and coordination of both new construction and renovation initiatives across various international sites.
Key Duties
At the GS-13 level, the incumbent will undertake responsibilities similar to those outlined below, albeit with a reduced scope and complexity of tasks, and will receive closer supervision compared to the GS-14 level. Key duties include:
- Leading interdisciplinary teams to define project scope, criteria, location, design, and cost estimates.
- Providing expert technical guidance on the design and construction of new structures or the renovation of existing facilities.
- Serving as a Contracting Officer Representative (COR) for design projects, ensuring that contracts are effectively monitored and executed.
Qualifications
Applicants must fulfill all qualification criteria as detailed below by the closing date of this announcement.
If qualifying based on education or if there are mandatory educational requirements specified, a copy of the college transcript must be submitted with the application.
Architect applicants must demonstrate professional knowledge of architecture through one of the following:
- Basic Requirements:
A. Degree: A degree in architecture or a related field that includes 60 semester hours of coursework in architecture or related disciplines, with at least 6 semester hours in architectural design, structural technology, properties of materials and methods of construction, and environmental control systems. - B. Combination of Education and Experience: College-level education, training, and/or technical experience that provides a thorough understanding of the arts and sciences underlying professional architecture, along with a solid grasp of architectural principles, methods, and techniques applicable to building design and construction.
Related Curriculum:
A degree in architectural engineering may satisfy the basic requirements if the coursework provides knowledge, skills, and abilities comparable to those specified.
Experience:
Applicants without a degree in architecture must have one year of experience in an architect's office or in architectural work for each year short of graduation from an architecture program. In the absence of college courses, five years of such experience is required, demonstrating a thorough understanding of fundamental architectural principles.
Non-qualifying Experience:
The following experiences are not acceptable as professional architectural experience: landscape architecture focused on land area design, interior decoration that does not alter basic architectural design, and city/community planning related to social and economic growth.

Specialized Experience Requirements:
For GS-13 level applicants: In addition to meeting one of the basic qualifications, at least one year of specialized architectural experience is required, equivalent to the GS-12 level in the Federal service, demonstrating:
- Experience in planning and designing construction and rehabilitation projects.
- Experience in conducting site surveys to support site selection efforts.
- Experience in evaluating bids and proposals for contract awards.
For GS-14 level applicants: In addition to meeting one of the basic qualifications, at least one year of specialized architectural experience is required, equivalent to the GS-13 level in the Federal service, demonstrating:
- Experience leading multidisciplinary project teams.
- Experience overseeing the planning and development of construction and rehabilitation projects in diverse locations.
- Experience providing advice and recommendations on engineering activities and policy issues to stakeholders.
Education:
Refer to the qualifications section for education requirements. Education completed in foreign institutions may be considered if comparable to accredited U.S. institutions.
