Position Overview:

Noblis ESI is in search of a Project Engineer to provide essential support for a government Program Manager (PM) overseeing a distributed command and control network for small satellites. This role demands a strong technical understanding of the associated programs and projects.

Key Responsibilities:
  • Offer technical guidance and strategic recommendations for integrating small satellite requirements with ground systems and national defense architectures.
  • Act as the Agile software product owner, aiding the government program office in prioritizing the software development contractor's backlog.
  • Deliver presentations and demonstrations of small satellite operational tools to senior leaders within the Department of Defense (DoD) and the Intelligence Community.
  • Assist the PM/COTR in the creation of RFP packages and oversee the technical evaluation of proposals.
  • Lead Integrated Product Team (IPT) meetings and review boards to ensure compliance with program requirements and timelines.
  • Support the PM in various domains including program management, acquisition support, technical analysis, and user requirement development.
  • Provide administrative and technical support to government leadership and facilitate coordination across various directorates and external partners.
Required Qualifications:
  • Bachelor's degree with a minimum of 8 years of relevant experience.
  • Active Top Secret clearance with SCI eligibility and capability to obtain a CI Polygraph.
  • Experience in Project and Acquisition Management, particularly within government sectors.
  • Proficiency in systems engineering techniques and documentation.
  • Knowledge of small satellite design and operational frameworks.
  • Strong problem-solving abilities in dynamic environments, with daily customer interaction.
  • Excellent communication skills, both written and verbal, with the ability to present complex technical concepts to non-technical audiences.
  • Ability to manage multiple tasks and customer requests independently.
  • Experience in executing the ICD-503 Risk Management Framework.
Desired Qualifications:
  • TS/SCI security clearance with a Counter-Intelligence Polygraph.
  • Familiarity with cloud technologies and hybrid architectures.
  • Understanding of RF communication systems and optical communications.
  • Advanced skills in technical writing and document preparation.
  • Knowledge of satellite operations and methodologies.
