Position Overview:
We are in search of a skilled and seasoned professional to take on the role of Senior Financial Systems Analyst within the Naval Sea Systems Command (NAVSEA) Industrial Operations Directorate (SEA 04). This position entails overseeing various functions including Planning and Program Support, Financial Execution Assistance, Contract and Acquisition Oversight, and Audit Readiness / Accountable Property Owner (APO) Support.
Note: This role requires the ability to obtain and maintain a DoD Secret level clearance post-employment.
Serco's Naval Acquisition and Sustainment Operation is an integral part of our Maritime, Engineering, Technology, and Sustainment Business Unit, delivering essential services to a majority of U.S. Navy surface vessels, submarines, and crafts, achieving significant outcomes. With over 9,000 personnel across North America, we are dedicated to building enduring partnerships and aiding Federal and State government clients in fulfilling their missions.
Key Responsibilities:
- Facilitate the collection, analysis, and consolidation of POM program briefs into a comprehensive POM Briefing notebook, performing cross-program analysis and extracting POM issues from program briefings. Update the POM Briefing and Issue Notebook annually.
- During each budget cycle, assist in identifying all SEA 04 funding lines and present them in a SEA 04 Financial Summary document categorized by appropriation, organization, and Program Office code. Summarize the SEA 04 funding in a booklet, providing laminated copies for SEA 04 leadership.
- With guidance from SEA 04 officials, capture, validate, and submit all IT requirements throughout the Future Years Defense Program (FYDP) for each budget cycle. Conduct thorough reviews to ensure all financial aspects of the IT budget are accurate before signing the SEA 04 Statement of Compliance.
- Support monthly Chief Financial Officer (CFO) meetings with the SEA 04 Business Financial Manager (BFM) community to discuss critical financial updates and identify issues impacting the BFM community. Develop and distribute meeting minutes to the CFO.
- Act as a liaison between SEA 04 program offices and the NEPS project office, maintaining communication with Site Activity Managers (SAMs) for each program office.
- Conduct detailed analyses of SEA 04 programs' financial execution and prepare materials for regular CFO finance meetings with Leadership. Collaborate with SEA 04 program offices that have funding lines below Navy Comptroller Office of Budget (FMB) benchmarks to develop plans for compliance.
- Maintain the SEA 04 Unfunded Requirements Tracker, keeping current status of all known execution year unfunded requirements and shortfalls. Engage with program offices to gather details, respond to leadership inquiries, and collaborate with stakeholders to secure available funds to address shortfalls.
- Assist in managing the execution of the annual SEA 04 Cost of Doing Business (COB) and track COB execution status throughout the fiscal year, retaining copies of funding documents and supporting information. Update the COB Budget spreadsheet as necessary.
- Gather financial data and prepare briefing slides and presentation materials for the financial management segment of the Corporate Execution Review.
- Support the liaison role between SEA 04 and the Enterprise Data Warehouse (EDW) project office, participating in EDW user meetings and generating meeting notes. Assist in troubleshooting EDW issues with SEA 04 personnel.
Qualifications:
- Bachelor's degree in Management, Engineering, or a Scientific discipline, or equivalent experience with a minimum of 7 years in a Financial or Management role. Educational requirements may be adjusted or waived for 11 years of relevant work experience.
- Possession of a current DoD security clearance or the ability to obtain and maintain a Secret clearance post-employment.
- U.S. citizenship is required.
- Familiarity with DoD/DoN Procedures and Policies (DoD 5000 process) and DOD acquisition processes related to Naval Ship new construction, modernization, and Navy C4I programs.
- Proficiency in creating presentations, with intermediate experience in PowerPoint and Excel.
- Willingness to travel up to 10% for CONUS/OCONUS assignments.
Knowledge, Skills, and Abilities:
- Demonstrated ability to lead and manage large teams effectively.
- DAU Practitioner Level Certification in Business Financial Management or equivalent is preferred.
