Role Purpose
The Governance Program Specialist will spearhead technical leadership and project management in governance programming. This includes strengthening health sector oversight institutions and promoting improved governance structures that engage both state and non-state actors effectively.

Key Responsibilities
- Deliver expert guidance on governance and accountability strategies.
- Oversee the strategic implementation and technical execution of governance initiatives to ensure high-quality outcomes and synergy with other program components.
- Enhance the capacity of county health management boards and health facility management boards.
- Identify and address gaps in the coordination of health sector regulatory functions.
- Monitor compliance with legislation, policies, and standards among health service providers.
- Facilitate citizen engagement and advocacy for transparent health service provision.
- Promote the participation of non-state actors in the Medium-Term Expenditure Framework (MTEF) process.

Program Design and Development
- Collaborate with county program staff to design effective programs and projects.
- Assist in selecting relevant indicators for program evaluation and success measurement.

Business Development Engagement
- Review and enhance the technical quality of proposals, ensuring alignment with organizational outcomes.
- Contribute to decision-making processes regarding proposal submissions.
- Engage with partners and health officials to support program initiatives.

Capacity Building
- Provide ongoing technical training and coaching to county program staff, focusing on program quality and innovation.
- Share insights and learning across different contexts to enhance program effectiveness.

Qualifications
- A minimum of eight years of experience in public health, with at least four years in managing complex technical service delivery programs.
- A Master's degree in Social Sciences, Public Health, Medicine, Management, Business Administration, or a related field.
- Familiarity with USAID policies and procedures is advantageous.
- Proven experience in team management and ensuring high-quality deliverables in multicultural settings.
- Excellent written and verbal communication skills in English.
