Key Responsibilities

As the Chief Information Officer, your responsibilities will include:

  • Leading the development of IT objectives, strategies, and performance metrics, ensuring they align with strategic planning, budget development, and program performance assessment.
  • Monitoring, evaluating, and providing ongoing evaluations of the agency's IT investments and resources.
  • Encouraging innovative technology applications for information management, facilitating access to information resources, and advocating for improvements across programs and processes.
  • Collaborating with stakeholders to communicate and coordinate enterprise IT transformations, ensuring mission success and promoting collaborative efforts.
  • Utilizing expertise in IT, management services, and program administration to address unique and precedent-setting challenges within a scientific research agency that has national and international significance.
  • Creating cost-effective and responsible solutions to IT and management challenges, ensuring modern and progressive management practices.

Requirements and Conditions of Employment

All federal employees must have salary payments made via direct deposit to a financial institution of their choice. All qualifications must be fulfilled by the closing date of the announcement.

Drug screening is required, and a one-year probationary period may be necessary unless previously completed in the Senior Executive Service.

This position mandates the completion of a public financial disclosure report and may require a background and/or security investigation upon selection.

U.S. citizenship is required. A resume of no more than five (5) numbered pages is recommended.

In accordance with Executive Order 12564, the Department of Health and Human Services (HHS) maintains a Drug-Free Federal Workplace. This position may necessitate drug testing and is subject to random drug testing.

Travel, transportation, and moving expenses may be reimbursed.


Qualifications

To qualify for the Senior Executive Service (SES), candidates must demonstrate progressively responsible leadership experience indicative of senior-level management capabilities directly related to the skills and abilities outlined in the Executive Core Qualifications (ECQ) and job-specific Professional Technical Qualifications (PTQ).

Typically, applicants acquire this experience in roles at or above the equivalent of the GS-15 grade level in federal service or its equivalent in state and local government, private sector, or non-governmental organizations.

Failure to meet the basic qualification requirements and all executive and technical qualification factors will result in exclusion from further consideration.

This executive experience includes managing a large and diverse organization with a focus on promoting efficiency and effectiveness in program and operational administration.

Applicants must demonstrate the six Fundamental Competencies, the five Executive Core Qualifications (ECQs), and the Professional Technical Qualifications (PTQs) in their resume, emphasizing levels of responsibility, scope, and complexity of managed programs, accomplishments, and results.


Specialized Experience Requirement

Applicants must possess executive-level specialized experience that has equipped them with the necessary knowledge, skills, and abilities (KSAs) to effectively fulfill the position's duties, including:

  • Leadership in formulating IT goals, strategies, and performance measures, ensuring alignment with strategic planning and budget formulation.
  • Promoting innovative technology applications for information management and facilitating access to information resources.
  • Demonstrating knowledge of IT, management services, and program administration to resolve unique challenges in a scientific research agency.
  • Senior-level experience in workforce development, retention, diversity, and inclusion.

If selected, you will be required to complete an ECQ package by drafting narratives for each of the ECQs to be certified by an OPM Qualifications Review Board (QRB) prior to appointment.

Experience includes both paid and unpaid roles, including volunteer work through National Service programs and other organizations.

Education should focus on computer science, information science, information systems management, mathematics, statistics, operations research, or engineering, or coursework that involved the development or adaptation of computer programs and systems.


Standards of Conduct/Financial Disclosure

The Department of Health and Human Services fosters a work environment committed to government ethics. Employees are subject to the Standards of Ethical Conduct and criminal conflict of interest statutes.

As an executive branch employee, you may be required to file a public or confidential financial disclosure report within 30 days of your appointment.

Background security investigations will be required for those who have not previously completed one.
