Job Overview

Position Summary - This role serves as the supervisory tier within the Family Services occupational category. The incumbent will oversee personnel delivering essential services aimed at enhancing the social, health, economic, behavioral, and emotional well-being of individuals and families engaged with the Local Departments of Social Services. Responsibilities include supervising, training, guiding, and developing staff while ensuring effective case management services.

  • Assesses social service initiatives and associated budgets;
  • Implements sound human resource practices in staff supervision;
  • Fosters and maintains positive working relationships;
  • Proposes policy modifications based on program effectiveness evaluations;
  • Handles complex or high-risk cases;
  • Communicates program details to other agencies and the public;
  • Engages in community planning and the development of new resources, employment opportunities, and community work sites.
Knowledge, Skills, and Abilities: Knowledge- Extensive understanding of: effective supervisory principles and practices; policies, procedures, and regulations relevant to various direct service programs; literature pertaining to human services; casework supervision methodologies; customer service principles including needs assessment, quality standards, and satisfaction evaluation; employment and social work principles, practices, and treatment modalities; and the social, economic, health, and employment challenges faced by individuals, groups, and communities.

Skills- Proficiency in utilizing personal computers and relevant software, as well as operating a motor vehicle.

Abilities- Proven capability to: organize and manage work activities while assisting others in their planning; develop effective programs and procedures; make informed decisions in challenging situations; communicate clearly and effectively in both verbal and written forms; apply appropriate treatment and intervention strategies; interpret laws, policies, and regulations regarding human services, ensuring compliance and recommending necessary changes; supervise staff working with clients; analyze situations to make sound judgments within the framework of existing laws, policies, and regulations; and train, assess, lead, and cultivate subordinate staff.

Education and Experience- A minimum of a Bachelor's degree in a Human Services discipline or a Bachelor's degree in any field with at least two years of relevant experience in a Human Services context (as per Section 22VAC of the Administrative Code of Virginia). Significant experience in the designated program area/human services programs and completion of required training programs. Supervisory experience or experience in a leadership capacity is preferred. An equivalent combination of training and experience that provides the necessary knowledge, skills, and abilities is acceptable. Possession of a BSW or MSW degree and a Virginia Social Worker license is advantageous.

Special Requirements- All candidates are subject to employment verification, reference checks, education verification, DMV/driving record checks, Central Registry checks, and criminal history checks to assess for barrier crimes as defined in the Code of Virginia.

Candidates must be prepared to work in community emergency shelters during natural disasters or emergencies.
