About the Position

This is a highly responsible and advanced technical/analytical role supporting functions within the Sarasota County Internal Operations Division and the Parks, Recreation, and Natural Resources department.

This employee manages complex assignments, data analysis and operational responsibilities and assists in the implementation of goals and objectives.

Maintenance Planning and Scheduling:
  • Manage, organize and coordinate the development and implementation of daily, weekly or long-range strategic preventative, predictive and scheduled maintenance plans for equipment, staff and budget, including General Fund and Capital Improvement Projects.
  • Lead a team of staff that organizes and coordinates the daily corrective, emergency and routine maintenance for PRNR.
  • Assist in the development of Parks Internal Operations (PIO) division and department strategic planning and processes.
  • Design and implement performance data reports using Computerized Maintenance Management Systems (CMMS). Reports include asset lifecycle/lifespan estimates with funding requirements, workload/backlog reports by work type with annual manpower estimates based on duration of work with estimated labor hours and labor productivity reports.
  • Formulate and implement effective solutions based upon analysis of processes and reports - developing and conducting training programs on the use of CMMS for PRNR Divisions.
  • Develop preventative and predictive maintenance plans/requirements for equipment; incorporating these maintenance activities in the CMMS.
  • Analyze historical failure rates to increase percentage of predictive maintenance over corrective maintenance.
  • Maintain CMMS business rules/processes and regularly evaluate operational procedures and methods to ensure compliance with guidelines.
  • Update or create new processes/SOPs as needed.
  • Manage and coordinate planning of capital work and reporting associated with CIP programs (e.g., Playgrounds/Shade Structures, Repair/Renovation, ADA Improvements) in conjunction with Park Planning and Development division.
  • Participate in the PIO division's operational budget and ongoing monitoring and analysis to ensure efficient and effective approaches to service delivery.
  • Participate in the process of developing contractual agreements (e.g., mowing, mulch contracts) and associated solicitations.
  • Manage County and PRNR mowing contract.
Asset Management and Lifecycle Planning:
  • Coordinate asset data collection (GIS), management (Asset Resource Center process) and lifecycle tracking, reporting and systems; developing and training staff on these processes and the use of mobile field technology such as tablets.
  • Develop strategic lifecycle plans using budget and asset lifecycle operational and maintenance data.
  • Manage and coordinate planning of capital work performed by PIO with other business units.
  • Work with staff to develop contractual scopes of work for projects including material management and budgets.
Quality Assurance:
  • Supervise the Internal Standard Inspection team and direct coordination between ISI and other divisions as needed to support inspection, asset data location and maintenance tracking/processes.
  • Manage the Internal Standards Inspection process, regularly evaluating deficiencies and associated processes to address process improvements.
  • Supervise the on Call team and associated functions; monitoring after-hours calls for trends and coordinates to address.
About the Schedule

Work Hours:

  • Full-Time, 40 hours per week.
  • Monday - Friday, 6:00 a.m. to 3:00 p.m. (no weekends).
About You

Minimum Qualifications:

  • Bachelor's degree from an accredited college or university in Public Administration, Business, Finance, Parks & Recreation, or job-related field - and - three (3) years of professional experience within parks maintenance operations.
  • -Or- Seven (7) years of professional job-related experience in management of technical projects/programs and strategic planning (progressively responsible related experience can be substituted on a year-for-year basis at management's discretion).

Preferred Qualifications:

  • Supervisory experience.
