About the Position

This is a full-time, benefit-earning position within the Hennepin County Transportation Project Delivery Department.

Job Summary

The Real Estate Acquisition Supervisor will plan, coordinate, supervise, and review the work of staff engaged in the acquisition and disposition of real property, the leasing of land and facilities, and the temporary stewardship of acquired land and facilities.

Key Responsibilities
  • Plan, coordinate, and participate in negotiations for the acquisition, disposition, and leasing of property; supervise and complete complex acquisition and real estate projects.
  • Select, develop, and mentor new staff; conduct performance reviews.
  • Assist in the development of program priorities, schedule work assignments, and monitor staff and work unit efficiency and effectiveness.
  • Coordinate the preparation of information, legal documents, reports, and maps used by legal counsel.
  • Establish and maintain effective relationships with team members, agencies, and other stakeholders.
  • Review and evaluate real property appraisals made by others.
  • Assist in budget preparation and expenditure management.
  • Recommend and implement policies and procedures related to team projects. Participate in determining program goals and objectives.
  • Represent the Land Acquisition Group on county committees.
Requirements
  • One of the following: Eight years or more of experience with real property pre-acquisition or acquisition, property appraisal, property leasing or property management. Bachelor's degree or higher in civil engineering, surveying, business, urban/regional planning, geography, real estate or related field and four years or more of experience with real property pre-acquisition or acquisition, property appraisal, property leasing or property management.
  • Nice to have:
    • Professional certification and licensing as a real estate broker/representative.
    • Two years or more of supervisory experience.
    • Proficient in the use of Microsoft Office (Word, Excel, Access, Outlook, and PowerPoint).
    • Knowledge of: Federal, state and local laws, rules and regulations relating to land acquisition, and eminent domain proceedings. Real estate appraisal techniques, property values, legal descriptions, title research, and municipal zoning. Land use planning, legal documents involved in property transaction, real estate law, land surveying techniques, and roadway engineering principals.
    • Ability to: Critically assess reports, studies, and appraisals prepared by independent professionals. Successfully negotiate purchase or use of property and right of way. Ensure independent contracted appraisals meet state and federal standards and meet delivery deadlines. Prepare administrative reports and Board Action Requests.
