Bureau of Engineering Responsibilities: The Bureau of Engineering (BOE) plays a critical role in evaluating claims related to construction, construction services, and property damage. Our aim is to ensure fair and just resolutions of claims and lawsuits involving the City. The BOE is also responsible for the timely administration of City contracts, providing essential technical analysis and recommendations to protect the fiscal interests of the city.
Key Responsibilities:
- Supervise a team of professional engineers and scientists in the investigation and analysis of intricate construction claims and contract disputes.
- Conduct thorough investigations and analyses of highly complex construction claims.
- Direct research, inquiries, inspections, cost estimating, contract interpretation, and delay studies.
- Oversee the preparation of detailed reports addressing entitlement and damages, along with settlement recommendations.
- Establish performance standards for staff in alignment with civil service titles and operational needs.
- Delegate tasks based on staff expertise and project deadlines.
- Engage with senior personnel from the City, engineering firms, legal representatives, and construction contractors.
- Participate actively in settlement discussions and negotiations.
- Implement Bureau policies within the directorate.
- Monitor directorate performance and report progress to supervisors.
- Perform additional related duties as required.
Qualifications:
Applicants must be current City of New York employees in a permanent Civil Service title of Administrative Engineer, Administrative Project Manager, or Administrative Construction Project Manager, or reachable on the Civil Service lists for these titles. A valid New York State Professional Engineer License and a minimum of 10 years of full-time experience in relevant engineering fields are preferred.
Minimum Qualifications:
- A valid New York State Professional Engineer License.
- Six years of full-time experience in engineering or plan examining work, with at least two years in a managerial capacity.
Preferred Skills:
- Familiarity with New York City construction contracts and related policies.
- Experience managing major construction contracts and supervising professional staff.
- Knowledge of construction methods, scheduling, and cost estimating.
- Proficiency in project management software such as Primavera.
- Strong analytical and decision-making skills.
- Excellent communication and organizational abilities.
- Demonstrated leadership skills through progressive roles.
